1313 The people of the state of Wisconsin, represented in senate and assembly, do
1414 enact as follows:
1515 JOINT LEGISLATIVE COUNCIL PREFATORY NOTE: This bill was prepared for the Joint
1616 Legislative Council's Special Committee on State-Tribal Relations.
1717 Under current law, the Higher Educational Aids Board consists of 11 members
1818 representing public institutions of higher education; private, nonprofit institutions of
1919 higher education; and the general public. Members include the superintendent of public
2020 instruction, members of the Board of Regents of the University of Wisconsin System and
2121 the Technical College System Board, a member of the board of trustees of an independent
2222 college or university, financial aids administrators, students, and a member representing
2323 the general public. Members are appointed for three-year terms except that student
2424 members are appointed for two-year terms. Members are appointed by the governor
2525 without senate confirmation.
2626 This bill adds one member to HEAB to represent the state's tribal colleges. The
2727 HEAB member representing the state's tribal colleges must be alternating appointees
2828 consisting of one member of the governing body of the Lac Courte Oreilles Ojibwe
2929 University for a two-year term, followed by one member of the governing body of the
3030 College of Menominee Nation for the next two-year term, and continuing this alternation
3131 of two-year terms thereafter.

3636 SECTION 1. 15.67 (1) (intro.) of the statutes is amended to read:
3737 15.67 (1) (intro.) There is created a higher educational aids board consisting
3838 of the state superintendent of public instruction and the following members
3939 appointed for 3-year terms, except that the members specified under pars. (a) 5. and
4040 6. and, (b) 3., and (d) shall be appointed for 2-year terms:
4141 SECTION 2. 15.67 (1) (d) of the statutes is created to read:
4242 15.67 (1) (d) To represent the state's tribal colleges, alternating appointees
4343 consisting of one member of the governing body of the Lac Courte Oreilles Ojibwe
4444 University for a term, followed by one member of the governing body of the College
4545 of Menominee Nation for the next term, and continuing this alternation of terms
4646 thereafter.
