11	11	AN ACT to amend 13.92 (1) (a) 5., 13.94 (1) (c), 35.84 (intro.) and (figure) column
12	12	E (title), 84.02 (5) (b) and 84.02 (5) (c); and to create 35.84 (figure) column F
13	13	of the statutes; relating to: the distribution of the Wisconsin Blue Book and
14	14	highway maps.
15	15	Analysis by the Legislative Reference Bureau
16	16	This bill reduces the number of Blue Books that the Department of
17	17	Administration is required to distribute. First, the bill eliminates the requirement
18	18	that Blue Books be distributed to entities such as constitutional officers, legislative
19	19	service agencies, state agencies, libraries, and educational institutions. Second, the
20	20	bill requires the Legislative Reference Bureau, before entering into a contract to
21	21	print the Blue Book, to ask each legislative office how many, if any, copies the office
22	22	would like. The bill sets a cap at 350 Blue Books for an assembly office and 600 Blue
23	23	Books for a senate office, which is the number each such office receives under current
24	24	law. The bill also requires the LRB to inform each office that the Blue Book is
25	25	available online when asking how many printed copies the office wants.
26	26	The bill also eliminates the requirement that the Department of
27	27	Transportation automatically provide legislative members and officers and the LRB
28	28	highway service maps and folded highway maps. Under the bill, members of the
29	29	legislature may request and receive up to 50 highway service maps and up to 500
30	30	folded highway maps at no charge.

39	39	The people of the state of Wisconsin, represented in senate and assembly, do
40	40	enact as follows:
41	41	SECTION 1. 13.92 (1) (a) 5. of the statutes is amended to read:
42	42	13.92 (1) (a) 5. Prepare copy for the biennial Wisconsin Blue Book. Before
43	43	contractually committing to the number of copies to be printed each biennium, the
44	44	legislative reference bureau shall contact each legislative office to ask how many
45	45	copies of the Blue Book, if any, that office requests. The legislative reference bureau
46	46	shall inform each office that the Blue Book is available online. The number
47	47	requested from each legislative office may not exceed the cap under s. 35.84.
48	48	SECTION 2. 13.94 (1) (c) of the statutes is amended to read:
49	49	13.94 (1) (c) At the state auditor's discretion or as the joint legislative audit
50	50	committee directs, audit the central accounting records of the department of
51	51	administration. A detailed report of such audit shall be filed as provided by par. (b),
52	52	and copies shall be provided to each member or member-elect of the legislature and
53	53	shall be available in limited number to the public. The bureau shall also prepare a
54	54	summary of such audit report, for distribution in the same manner as the Wisconsin
55	55	Blue Book as provided under s. 35.84.
56	56	SECTION 3. 35.84 (intro.) and (figure) column E (title) of the statutes are
57	57	amended to read:
58	58	35.84 Distribution, to whom. (intro.) The department shall make
59	59	distribution of official documents as indicated and shall charge the appropriations
60	60	of the state agency publishing or arranging for publication of each official document
61	61	for the total cost of distribution as determined under s. 35.80. Distribution is

96	96	SECTION 5. 84.02 (5) (b) of the statutes is amended to read:
97	97	84.02 (5) (b) Upon publication of the highway service maps, the department
98	98	shall contact each member of the legislature to ask how many copies of the highway
99	99	service maps, if any, that member requests. The department shall distribute the
100	100	requested maps without charge 50 of these maps to each officer and member of the
101	101	legislature. The number of highway service maps requested from each member of
102	102	the legislature may not exceed 50. Any officer or member of the legislature may
103	103	request additional highway service maps. The A request may be written or oral. The
104	104	fee for the additional maps shall be the fee set by the department under par. (a).
105	105	SECTION 6. 84.02 (5) (c) of the statutes is amended to read:
106	106	84.02 (5) (c) Upon publication of the folded highway maps, the department
107	107	shall contact each member of the legislature to ask how many copies of the folded
108	108	highway maps, if any, that member requests. The department shall distribute the
109	109	requested maps without charge 500 of these maps to each officer and member of the
110	110	legislature and 300 of these maps to the legislative reference bureau. Any officer or
111	111	member of the legislature may request additional folded highway maps. The request
