2023 ASSEMBLY BILL 231 
The bill makes changes to the membership of the Council on Veterans Programs, which is an advisory 
council for the Board of Veterans Affairs and Department of Veterans Affairs. 
Specifically, the bill removes membership of seven inactive organizations, and adds two new members, 
one who is a veteran services coordinator who is employed at a Wisconsin technical college, and one 
who is a veteran services coordinator who is employed at a University of Wisconsin System institution. 
Assembly Amendment 1 
Assembly Amendment 1 adds an additional member to the council. Specifically, the amendment adds a 
veteran services coordinator who is employed at a college or university that is a member of the 
Wisconsin Association of Independent Colleges and Universities and who is selected by the president of 
the Wisconsin Association of Independent Colleges and Universities or his or her designee. 
Assembly Amendment 1 to Assembly Amendment 1 
The amendment to the amendment adds provisions to the amendment that modify the term length 
served by all council members from one-year terms to staggered three-year terms. 
BILL HISTORY 
On June 12, 2023, Assembly Amendment 1 was offered by Representative Kurtz, and Assembly 
Amendment 1 to Assembly Amendment 1 was offered by Representatives Sinicki and Riemer. On June 
13, 2023, the Assembly Committee on Veterans and Military Affairs voted to adopt the amendments, 
and recommend passage of the bill, as amended, on votes of Ayes, 13; Noes, 0.
