4040 Analysis by the Legislative Reference Bureau
4141 This bill provides that prohibitions of race-based discrimination include
4242 discrimination related to traits historically associated with race, including hair
4343 texture and protective hairstyles.  “Protective hairstyle” is defined in the bill to
4444 include braids, locs, and twists.
4545 Under current law, discrimination because of race is prohibited in employment,
4646 housing, education, service as a juror, adoption, and the equal enjoyment of a public
4747 place of accommodation or amusement.  This bill prohibits discrimination based on
4848 traits historically associated with race in employment, housing, education, service
4949 as a juror, adoption, and the equal enjoyment of a public place of accommodation or
5050 amusement.
5151 Current law also prohibits motor carriers, automobile insurers, mortgage
5252 bankers, mortgage loan originators, mortgage brokers, and real estate brokers and
5353 salespersons from discriminating against a person on the basis of race; prohibits
5454 discrimination based on race in the provision of vocational rehabilitation or mental
5555 health services; and prohibits the University of Wisconsin System Board of Regents
5656 from investing gifts, grants, and bequests in companies that practice discrimination
5757 on the basis of race.  This bill prohibits discrimination based on traits historically
5858 associated with race in these areas.

6161 The people of the state of Wisconsin, represented in senate and assembly, do
6262 enact as follows:
