10	10	AN ACT to renumber and amend 118.019 (5); and to create 118.019 (5) (d) and
11	11	118.019 (5) (e) of the statutes; relating to: the membership of a human growth
12	12	and development curriculum advisory committee.

14	14	Current law allows, but does not require, a school board to provide a human
15	15	growth and development instructional program in grades kindergarten to 12. Under
16	16	current law, if a school board elects to provide a human growth and development
17	17	instructional program, the school board must appoint an ad hoc advisory committee
18	18	to advise the school board on the design and implementation of the human growth
19	19	and development curriculum, as well as to review the curriculum.
20	20	Current law requires that the advisory committee be comprised of parents,
21	21	teachers, school administrators, pupils, health care professionals, members of the
22	22	clergy, and other school district residents. This bill eliminates school administrators
23	23	as a membership category that must be represented on the committee. Additionally,
24	24	current law limits the portion of the committee that may consist of any membership
25	25	category, except parents, to one-fifth of the committee and limits the portion of the
26	26	committee that may consist of school district employees or their spouses or school
27	27	board members or their spouses to one-fourth of the committee.
28	28	The bill specifies that each member of a human growth and development
29	29	curriculum advisory committee must be a resident of the school district, unless the
30	30	school board is unable to fill a membership position with a school district resident,
31	31	in which case the school board may appoint a nonresident to the advisory committee.

37	37	In addition, under the bill, no member of the advisory committee may be a relative
38	38	of another member of the committee. Finally, the bill requires a school board to
39	39	remove a committee member who is absent from two consecutive meetings without
40	40	prior written approval.
41	41	The people of the state of Wisconsin, represented in senate and assembly, do
42	42	enact as follows:
43	43	SECTION 1. 118.019 (5) of the statutes is renumbered 118.019 (5) (intro.) and
44	44	amended to read:
45	45	118.019 (5) ADVISORY COMMITTEE. (intro.) In any school district that offers a
46	46	human growth and development curriculum, the school board shall appoint an ad
47	47	hoc advisory committee whose role is to advise the school board on the design and
48	48	implementation of the human growth and development curriculum and to review the
49	49	curriculum. Parents, The school board shall remove a member of the committee if
50	50	the member is absent from 2 consecutive committee meetings without the prior
51	51	written approval of the chairperson of the committee. The school board shall appoint
52	52	the ad hoc advisory committee in a manner that complies with all of the following:
53	53	(a) The committee includes parents, teachers, school administrators, pupils,
54	54	health care professionals, members of the clergy, and other individuals who are
55	55	residents of the school district shall comprise the committee.
56	56	(b) No one category of member shall constitute listed in par. (a) constitutes more
57	57	than one-fifth of the membership of the committee, except that there is no limit on
58	58	the portion of the membership of the committee that is comprised of parents may
59	59	comprise more than one-fifth of the membership of the committee of pupils enrolled
60	60	in the school district.

83	83	(c) No more than one quarter of the members of the committee may be made
84	84	up of are employees of the school district or their spouses or members of the school
85	85	board or their spouses.
86	86	SECTION 2. 118.019 (5) (d) of the statutes is created to read:
87	87	118.019 (5) (d) Each member of the committee is a resident of the school
88	88	district, except that the school board may appoint to the committee an individual who
89	89	is not a resident of the school district if the school board is unable to identify a
90	90	resident for a membership position on the committee.
91	91	SECTION 3. 118.019 (5) (e) of the statutes is created to read:
92	92	118.019 (5) (e) No member of the committee is a relative, as defined in s. 6.875
93	93	(1) (b), of another member of the committee.
