1010 AN ACT to renumber and amend 118.019 (5); and to create 118.019 (5) (d) and
1111 118.019 (5) (e) of the statutes; relating to: the membership of a human growth
1212 and development curriculum advisory committee.

1414 Current law allows, but does not require, a school board to provide a human
1515 growth and development instructional program in grades kindergarten to 12. Under
1616 current law, if a school board elects to provide a human growth and development
1717 instructional program, the school board must appoint an ad hoc advisory committee
1818 to advise the school board on the design and implementation of the human growth
1919 and development curriculum, as well as to review the curriculum.
2020 Current law requires that the advisory committee be comprised of parents,
2121 teachers, school administrators, pupils, health care professionals, members of the
2222 clergy, and other school district residents. This bill eliminates school administrators
2323 as a membership category that must be represented on the committee. Additionally,
2424 current law limits the portion of the committee that may consist of any membership
2525 category, except parents, to one-fifth of the committee and limits the portion of the
2626 committee that may consist of school district employees or their spouses or school
2727 board members or their spouses to one-fourth of the committee.
2828 The bill specifies that each member of a human growth and development
2929 curriculum advisory committee must be a resident of the school district, unless the
3030 school board is unable to fill a membership position with a school district resident,
3131 in which case the school board may appoint a nonresident to the advisory committee.

3737 In addition, under the bill, no member of the advisory committee may be a relative
3838 of another member of the committee. Finally, the bill requires a school board to
3939 remove a committee member who is absent from two consecutive meetings without
4040 prior written approval.
4141 The people of the state of Wisconsin, represented in senate and assembly, do
4242 enact as follows:
4343 SECTION 1. 118.019 (5) of the statutes is renumbered 118.019 (5) (intro.) and
4444 amended to read:
4545 118.019 (5) ADVISORY COMMITTEE. (intro.) In any school district that offers a
4646 human growth and development curriculum, the school board shall appoint an ad
4747 hoc advisory committee whose role is to advise the school board on the design and
4848 implementation of the human growth and development curriculum and to review the
4949 curriculum. Parents, The school board shall remove a member of the committee if
5050 the member is absent from 2 consecutive committee meetings without the prior
5151 written approval of the chairperson of the committee. The school board shall appoint
5252 the ad hoc advisory committee in a manner that complies with all of the following:
5353 (a) The committee includes parents, teachers, school administrators, pupils,
5454 health care professionals, members of the clergy, and other individuals who are
5555 residents of the school district shall comprise the committee.
5656 (b) No one category of member shall constitute listed in par. (a) constitutes more
5757 than one-fifth of the membership of the committee, except that there is no limit on
5858 the portion of the membership of the committee that is comprised of parents may
5959 comprise more than one-fifth of the membership of the committee of pupils enrolled
6060 in the school district.

8383 (c) No more than one quarter of the members of the committee may be made
8484 up of are employees of the school district or their spouses or members of the school
8585 board or their spouses.
8686 SECTION 2. 118.019 (5) (d) of the statutes is created to read:
8787 118.019 (5) (d) Each member of the committee is a resident of the school
8888 district, except that the school board may appoint to the committee an individual who
8989 is not a resident of the school district if the school board is unable to identify a
9090 resident for a membership position on the committee.
9191 SECTION 3. 118.019 (5) (e) of the statutes is created to read:
9292 118.019 (5) (e) No member of the committee is a relative, as defined in s. 6.875
9393 (1) (b), of another member of the committee.
