1111 AN ACT to amend 20.445 (1) (bm); and to create 20.445 (1) (bk) and 106.276 of
1212 the statutes; relating to: a commercial driver training grant program and
1313 making an appropriation.
1414 Analysis by the Legislative Reference Bureau
1515 This bill requires the Department of Workforce Development to establish a
1616 commercial driver training grant program. Under the program, DWD provides
1717 grants to persons or other entities that provide training leading to an individual
1818 receiving a commercial driver's license. The training must, in order to qualify for a
1919 grant, satisfy entry-level driver training requirements established by the Federal
2020 Motor Carrier Safety Administration (FMCSA), including that the grant applicant
2121 be listed on the FMCSA's registry of approved training providers. Grants under the
2222 bill may not exceed, for each individual trained, 50 percent of the costs of training
2323 the individual in the operation of commercial motor vehicles or $3,000, whichever is
2424 less. DWD may not award grants for applications to participate in the training
2525 program received after June 30, 2025.

4242 SECTION 2. 20.445 (1) (bk) of the statutes is created to read:
4343 20.445 (1) (bk) Commercial driver training grant program. The amounts in the
4444 schedule for the commercial driver training grant program under s. 106.276.
4545 SECTION 3. 20.445 (1) (bm) of the statutes is amended to read:
4646 20.445 (1) (bm) Workforce training; administration. Biennially, the amounts
4747 in the schedule for the administration of the local youth apprenticeship grant
4848 program under s. 106.13 (3m), the youth summer jobs program under s. 106.18, the
4949 employment transit assistance grant program under s. 106.26, the workforce
5050 training program under s. 106.27, the teacher development program grants under
5151 s. 106.272, the career and technical education incentive grant program under s.
5252 106.273, the technical education equipment grant program under s. 106.275, the
5353 commercial driver training grant program under s. 106.276, and the apprentice

5555 SECTION 4. 106.276 of the statutes is created to read:

8686 (b) A person that satisfies the eligibility requirements under par. (c) may apply
8787 to the department for a grant under this section. The department shall prescribe the
8888 form, nature, and extent of information that shall be contained in applications for
8989 grants under this section.
9090 (c) An applicant is eligible for a grant under this section if all of the following
9191 are satisfied:
9292 1. The applicant provides training to an individual in the operation of
9393 commercial motor vehicles that satisfies the requirements of 49 CFR part 380,
9494 subparts F and G.
9595 2. The applicant is listed on the Training Provider Registry (TPR), as set forth
9696 in 49 CFR part 380, subpart G.
9797 3. The individual for whom the applicant provides training under subd. 1.
9898 obtains an initial commercial driver license after the effective date of this subdivision
9999 .... [LRB inserts date].
100100 4. The application is received by the department before July 1, 2025.
101101 (d) From the appropriation under s. 20.445 (1) (bk), the department may award
102102 grants to eligible applicants under par. (c). The amount of a grant under this section
103103 with regard to each individual trained may not exceed 50 percent of the costs of
104104 training the individual in the operation of commercial motor vehicles or $3,000,
105105 whichever is less.
106106 (2) Annually, the department shall prepare a report summarizing the number
107107 and amount of grants awarded under sub. (1). The department shall submit the
108108 report to the appropriate standing committees of the legislature under s. 13.172 (3).

136136 (1) In the schedule under s. 20.005 (3) for the appropriation to the joint
137137 committee on finance under s. 20.865 (4) (a), the dollar amount for fiscal year
138138 2023-24 is increased by $1,500,000 to provide funding for the commercial driver
139139 training grant program under s. 106.276. In the schedule under s. 20.005 (3) for the
140140 appropriation to the joint committee on finance under s. 20.865 (4) (a), the dollar
141141 amount for fiscal year 2024-25 is increased by $1,500,000 to provide funding for the
142142 commercial driver training grant program under s. 106.276.
143143 SECTION 6.0Effective date.
144144 (1) This act takes effect on the day after publication, or on the 2nd day after
145145 publication of the 2023 biennial budget act, whichever is later.
