11	11	AN ACT to amend 20.445 (1) (bm); and to create 20.445 (1) (bk) and 106.276 of
12	12	the statutes; relating to: a commercial driver training grant program and
13	13	making an appropriation.
14	14	Analysis by the Legislative Reference Bureau
15	15	This bill requires the Department of Workforce Development to establish a
16	16	commercial driver training grant program. Under the program, DWD provides
17	17	grants to persons or other entities that provide training leading to an individual
18	18	receiving a commercial driver's license. The training must, in order to qualify for a
19	19	grant, satisfy entry-level driver training requirements established by the Federal
20	20	Motor Carrier Safety Administration (FMCSA), including that the grant applicant
21	21	be listed on the FMCSA's registry of approved training providers. Grants under the
22	22	bill may not exceed, for each individual trained, 50 percent of the costs of training
23	23	the individual in the operation of commercial motor vehicles or $3,000, whichever is
24	24	less. DWD may not award grants for applications to participate in the training
25	25	program received after June 30, 2025.

28	28	The people of the state of Wisconsin, represented in senate and assembly, do
29	29	enact as follows:

35	35	SECTION 1. 20.005 (3) (schedule) of the statutes: at the appropriate place, insert
36	36	the following amounts for the purposes indicated:

42	42	SECTION 2. 20.445 (1) (bk) of the statutes is created to read:
43	43	20.445 (1) (bk) Commercial driver training grant program. The amounts in the
44	44	schedule for the commercial driver training grant program under s. 106.276.
45	45	SECTION 3. 20.445 (1) (bm) of the statutes is amended to read:
46	46	20.445 (1) (bm) Workforce training; administration. Biennially, the amounts
47	47	in the schedule for the administration of the local youth apprenticeship grant
48	48	program under s. 106.13 (3m), the youth summer jobs program under s. 106.18, the
49	49	employment transit assistance grant program under s. 106.26, the workforce
50	50	training program under s. 106.27, the teacher development program grants under
51	51	s. 106.272, the career and technical education incentive grant program under s.
52	52	106.273, the technical education equipment grant program under s. 106.275, the
53	53	commercial driver training grant program under s. 106.276, and the apprentice
54	54	programs under subch. I of ch. 106.
55	55	SECTION 4. 106.276 of the statutes is created to read:
56	56	106.276 Commercial driver training grant program. (1) (a) The
57	57	department shall establish and administer a commercial driver training grant
58	58	program.

86	86	(b) A person that satisfies the eligibility requirements under par. (c) may apply
87	87	to the department for a grant under this section. The department shall prescribe the
88	88	form, nature, and extent of information that shall be contained in applications for
89	89	grants under this section.
90	90	(c) An applicant is eligible for a grant under this section if all of the following
91	91	are satisfied:
92	92	1. The applicant provides training to an individual in the operation of
93	93	commercial motor vehicles that satisfies the requirements of 49 CFR part 380,
94	94	subparts F and G.
95	95	2. The applicant is listed on the Training Provider Registry (TPR), as set forth
96	96	in 49 CFR part 380, subpart G.
97	97	3. The individual for whom the applicant provides training under subd. 1.
98	98	obtains an initial commercial driver license after the effective date of this subdivision

100	100	4. The application is received by the department before July 1, 2025.
101	101	(d) From the appropriation under s. 20.445 (1) (bk), the department may award
102	102	grants to eligible applicants under par. (c). The amount of a grant under this section
103	103	with regard to each individual trained may not exceed 50 percent of the costs of
104	104	training the individual in the operation of commercial motor vehicles or $3,000,
105	105	whichever is less.
106	106	(2) Annually, the department shall prepare a report summarizing the number
107	107	and amount of grants awarded under sub. (1). The department shall submit the
108	108	report to the appropriate standing committees of the legislature under s. 13.172 (3).

136	136	(1) In the schedule under s. 20.005 (3) for the appropriation to the joint
137	137	committee on finance under s. 20.865 (4) (a), the dollar amount for fiscal year
138	138	2023-24 is increased by $1,500,000 to provide funding for the commercial driver
139	139	training grant program under s. 106.276. In the schedule under s. 20.005 (3) for the
140	140	appropriation to the joint committee on finance under s. 20.865 (4) (a), the dollar
141	141	amount for fiscal year 2024-25 is increased by $1,500,000 to provide funding for the
142	142	commercial driver training grant program under s. 106.276.
143	143	SECTION 6.0Effective date.
144	144	(1) This act takes effect on the day after publication, or on the 2nd day after
145	145	publication of the 2023 biennial budget act, whichever is later.
