2023 ASSEMBLY BILL 282 
2023 Assembly Bill 282 requires a municipality that chooses to broadcast live canvassing proceedings 
in any election to record the broadcast, and requires the municipal clerk to retain the recording for 22 
months. The retention requirement does not apply to a municipal clerk who, in good faith, maintains 
the recording on an internet video-streaming service that meets certain criteria but is unable to retain 
the recording because the service goes out of business or is otherwise removed from the internet.  
ASSEMBLY AMENDMENT 1  
Assembly Amendment 1 extends the requirements to record and retain live canvassing proceedings to 
also apply to county clerks and the Wisconsin Elections Commission, if the county or commission 
broadcasts live canvassing proceedings. 
BILL HISTORY 
Assembly Amendment 1 was introduced by Representative Sortwell on June 6, 2023. On October 19, 
2023, the Assembly Committee on Campaigns and Elections voted unanimously to recommend 
adoption of the amendment and, by a vote of Ayes, 8; Noes 1, to recommend passage of the bill as 
amended.
