AN ACT relating to: talent attraction and retention initiatives focusing on active
duty military personnel transitioning out of the U.S. armed forces and veterans
and making an appropriation.
Analysis by the Legislative Reference Bureau
Under current law, the Wisconsin Economic Development Corporation
administers a program under which it collaborates with state agencies to develop
and implement initiatives for the attraction of talent to and retention of talent in this
state.
This bill requires WEDC to expend $5,000,000 for the purpose of talent
attraction and retention initiatives focused specifically on active duty military
personnel transitioning out of the U.S. armed forces and veterans.  The initiatives
must include digital marketing, direct outreach to military personnel, and grants to
local and regional economic development organizations for talent attraction and
retention initiatives focused specifically on active duty military personnel
transitioning out of the U.S. armed forces and veterans.  The bill also requires WEDC
to submit a report to the legislature that describes in detail each initiative
undertaken as required under the bill in the 2023-25 fiscal biennium, the dollar
amount expended on the initiative, and WEDC's assessment of the success of the
initiative.

an appendix to this bill.
The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
SECTION 1.0Nonstatutory provisions.
(1) The initiatives under SECTION 2 (1) of this act shall include digital
marketing, direct outreach to military personnel, and grants to local and regional
economic development organizations for talent attraction and retention initiatives
focused specifically on active duty military personnel transitioning out of the U.S.
armed forces and veterans.
(2) No later than June 30, 2025, the Wisconsin Economic Development
Corporation shall submit a report to the legislature in the manner provided under
s. 13.172 (2) and to the joint committee on finance that describes in detail each
initiative undertaken as required under this act in the 2023-25 fiscal biennium, the
dollar amount expended on the initiative, and the corporation's assessment of the
success of the initiative.
SECTION 2.0Fiscal changes.
(1) In the schedule under s. 20.005 (3) for the appropriation to the Wisconsin
Economic Development Corporation under s. 20.192 (1) (b), the dollar amount for
fiscal year 2023-24 is increased by $5,000,000, which the Wisconsin Economic
Development Corporation shall expend on talent attraction and retention initiatives
focused specifically on active duty military personnel transitioning out of the U.S.
armed forces and veterans.
