10	10	AN ACT to amend 16.705 (1b) (f), 106.13 (2r), 106.13 (3m) (d), 106.273 (3) (a) 1m.
11	11	(intro.), 106.273 (3) (a) 2m. and 106.273 (3) (am); and to create 106.13 (6) of the
12	12	statutes; relating to: the youth apprenticeship program and career and
13	13	technical education grants.

15	15	This bill makes changes to certain workforce development programs
16	16	administered by the Department of Workforce Development.
17	17	Youth apprenticeship
18	18	Under current law, DWD administers a youth apprenticeship program. Under
19	19	that program, DWD is required to approve and maintain a list of occupational areas,
20	20	commonly referred to as “career clusters,” including, at a minimum, 16 specific
21	21	career clusters. DWD is required to develop curricula for the approved career
22	22	clusters. This bill does the following:
23	23	1. Requires DWD to enter into contracts to facilitate the development of
24	24	curricula for approved career clusters.
25	25	2. Requires DWD, in developing curricula for approved career clusters, to have
26	26	at least one occupational pathway for each approved career cluster.
27	27	Local youth apprenticeship grants
28	28	Under current law, DWD administers a local youth apprenticeship grant
29	29	program. The program awards grants to local partnerships that consist of one or
30	30	more school districts, other public agencies, nonprofit organizations, individuals,

37	37	and other persons for the implementation and coordination of local youth
38	38	apprenticeship programs.
39	39	Under current law, the maximum amount of a grant awarded to a local
40	40	partnership under the local youth apprenticeship grant program is up to $1,100 per
41	41	youth apprentice. This bill requires the grants to be $1,700 per youth apprentice.
42	42	Career and technical education incentive grants and completion awards
43	43	Current law requires DWD to approve industry-recognized certification
44	44	programs designed to 1) mitigate workforce shortages and 2) prepare individuals for
45	45	occupations as fire fighters, emergency medical responders, or emergency medical
46	46	services practitioners. Current law requires DWD to award incentive grants to
47	47	school districts with industry-recognized certification programs equal to $1,000 for
48	48	each student in the school district who obtains a high school diploma and successfully
49	49	completes an approved program.
50	50	This bill increases the amount of incentive grants to $2,000 for each student in
51	51	the school district who obtains a high school diploma and successfully completes an
52	52	approved program.
53	53	The people of the state of Wisconsin, represented in senate and assembly, do
54	54	enact as follows:
55	55	SECTION 1. 16.705 (1b) (f) of the statutes is amended to read:
56	56	16.705 (1b) (f) The department of workforce development for the Project
57	57	SEARCH program under s. 47.07 or for youth apprenticeship activities under s.
58	58	106.13 (6).
59	59	SECTION 2. 106.13 (2r) of the statutes is amended to read:
60	60	106.13 (2r) From the appropriation under s. 20.445 (1) (a), the department
61	61	shall develop curricula for youth apprenticeship programs for occupational areas
62	62	approved under sub. (2m), with at least one occupational pathway for each approved
63	63	occupational area.
64	64	SECTION 3. 106.13 (3m) (d) of the statutes is amended to read:
65	65	106.13 (3m) (d) The amount of a grant awarded under par. (b) may not exceed
66	66	$900 per youth apprentice. Beginning on July 10, 2021, the amount of a grant
67	67	awarded under par. (b) cannot be greater than $1,100. Beginning on the effective

85	85	date of this subsection .... [LRB inserts date], the amount of a grant awarded under
86	86	par. (b) shall be $1,700 per youth apprentice. A local partnership that is awarded a
87	87	grant under par. (b) shall provide matching funds equal to 50 percent of the grant
88	88	amount awarded.
89	89	SECTION 4. 106.13 (6) of the statutes is created to read:
90	90	106.13 (6) The department shall enter into contracts to facilitate the
91	91	development of curricula for youth apprenticeship programs for occupational areas
92	92	approved under sub. (2m)
93	93	SECTION 5. 106.273 (3) (a) 1m. (intro.) of the statutes is amended to read:
94	94	106.273 (3) (a) 1m. (intro.) An incentive grant to a school district that has an
95	95	industry-recognized certification program approved by the department under sub.
96	96	(2) (a). Subject to pars. (am) and (b), the amount of the incentive grant under this
97	97	subdivision is equal to $1,000 $2,000 for each student in the school district to whom
98	98	all of the following apply:
99	99	SECTION 6. 106.273 (3) (a) 2m. of the statutes is amended to read:
100	100	106.273 (3) (a) 2m. An incentive grant to a school district that has an
101	101	industry-recognized certification program approved by the department under sub.
102	102	(2) (b). Subject to par. (b), for each such program the school district has, the amount
103	103	of the incentive grant under this subdivision is equal to $1,000 $2,000 for each
104	104	student in the school district who successfully completed the program in a school
105	105	year in which the program was approved by the department under sub. (2) (b).
106	106	SECTION 7. 106.273 (3) (am) of the statutes is amended to read:
107	107	106.273 (3) (am) The department may not make a per student an award of
108	108	$1,000 to a school district under par. (a) 1m. if the industry-recognized certification

136	136	is an information technology instructional program developed under s. 115.455.
137	137	SECTION 8.0Effective date.
138	138	(1) This act takes effect on July 1, 2023, or on the day after publication,
