Under the program, DOT may provide grants either to a provider of a driver education course or to an individual enrolled in or seeking to be enrolled in a driver education course. A grant to a provider may not exceed the cost to the provider of providing driver education to persons under 20 years of age enrolled in the provider’s course. A grant to an individual may not exceed the cost of the course in which the individual is enrolled or seeking to be enrolled. To be eligible, the individual must satisfy the income eligibility criteria for a free or reduced-price lunch in the federal school lunch program. ASSEMBLY AMENDMENT 1 Assembly Amendment 1 removes provisions allowing an individual to be eligible for a grant. Under the amendment, DOT may provide a grant only to a provider and solely for the purpose of funding a course for a specified individual. The individual does not have to satisfy income eligibility criteria. Also under the amendment, DOT may provide a grant solely for a course designed to result in an individual obtaining an initial operator’s license for the operation of only “Class D” motor vehicles. A grant may not exceed the cost that would have been incurred by the individual in taking the course. Finally, the amendment authorizes DOT to promulgate rules necessary to implement the grant program. ASSEMBLY AMENDMENT 1 TO ASSEMBLY AMENDMENT 1 Under Assembly Amendment 1 to Assembly Amendment 1, the individual for whom a course is provided must satisfy the income eligibility criteria for a free or reduced-price lunch in the federal school lunch program.
