4-AN ACT to create 85.27 of the statutes; relating to: a driver education grant program and granting rule−making
5-authority.
6-The people of the state of Wisconsin, represented in
7-senate and assembly, do enact as follows:
8-SECTION 1. 85.27 of the statutes is created to read:
9-85.27  Driver education grant program.  (1)  The
10-department shall establish and administer a driver educa-
11-tion grant program.  Under the program, from the appro-
12-priation under s. 20.395 (5) (eq), the department may pro-
13-vide grants to a provider of a course in driver education
14-that satisfies all of the following:
15-(a)  The provider is any of the following:
16-1.  A public school providing a course in driver educa-
17-tion approved by the department of public instruction or
18-department of transportation.
19-2.  A technical college providing a course in driver
20-education approved by the technical college system
21-board.
22-3.  A nonpublic or private school or tribal school, as
23-defined in s. 115.001 (15m), providing a course in driver
24-education that meets the minimum standards set by the
25-department of public instruction.
26-4.  A school licensed by the department under s.
27-343.61.
28-(b)  The provider provides classroom or behind−the−
29-wheel driver instruction or both.
30-(2) (a)  The department may provide a grant under
31-sub. (1) solely for the purpose of funding a course in
32-driver education for a specified individual who satisfies
33-the income eligibility criteria for a free or reduced−price
34-lunch in the federal school lunch program under 42 USC
35-1758 (b) (1).
36-(b)  The department may provide a grant under sub.
37-(1) solely for courses in driver education that are
38-designed to result in an individual obtaining an initial
39-operator’s license authorizing the operation of only
40-“Class D” vehicles.
41-(3)  The amount of a grant under sub. (1) may not
42-exceed the cost that would have been incurred by the indi-
43-vidual under sub. (2) (a) in taking the course in driver
44-education.
45-(4)  The department may promulgate rules necessary
46-to implement this section.

14+This bill requires the Department of Transportation to establish a driver
15+education grant program under which it may provide grants to a person enrolled or
16+seeking to be enrolled in a driver education course or a provider of such a course. The
17+amount of a grant under this program may not exceed the cost to the person of the
18+course of driver education in which the person is enrolled or seeking to be enrolled
19+or the cost to the provider of providing driver education to persons under 20 years
20+of age enrolled in the provider's course.

22+an appendix to this bill.

45+providing a course in driver education that meets the minimum standards set by the
46+department of public instruction.
47+d. A school licensed by the department under s. 343.61.
48+2. The person satisfies the income eligibility criteria for a free or reduced-price
49+lunch in the federal school lunch program under 42 USC 1758 (b) (1).
50+(b) A provider of a course in driver education that satisfies all of the following:
51+1. The provider is any of the following:
52+a. A public school providing a course in driver education approved by the
53+department of public instruction or department of transportation.

91+(2) (a) The amount of a grant under sub. (1) (a) may not exceed the cost to the
92+person of the course of driver education in which the person is enrolled or seeking to
93+be enrolled.
94+(b) The amount of a grant under sub. (1) (b) may not exceed the cost to the
95+provider of providing driver education to persons under 20 years of age enrolled in
96+the provider's course.
