2023 Wisconsin Act 86
[2023 Assembly Bill 394]
Driver Education Grant Program
2023 WISCONSIN ACT 86
2023 Wisconsin Act 86 directs the Department of Transportation (DOT) to establish and administer a
driver education grant program. Under the program, DOT may provide grants to a provider of a driver
education course for classroom instruction, behind-the-wheel instruction, or both.
The following providers may receive a grant:
 A public school providing a course approved by DOT or the Department of Public Instruction (DPI).
 A technical college providing a course approved by the board of the Wisconsin Technical College
System.
 A nonpublic, private, or tribal school providing a course that meets minimum standards set by DPI.
 A driver school licensed by DOT.
A grant may be awarded only for the purpose of funding a course in driver education for a specified
individual, and the individual must satisfy the income eligibility criteria for a free or reduced-price
lunch in the federal school lunch program. A grant may be awarded only for a course designed to result
in an individual obtaining an initial operator’s license for the operation of only “Class D” motor vehicles,
and the grant may not exceed the cost that would have been incurred by the individual in taking the
course.
