1111 This bill is introduced as required by s. 227.26 (2) (j), stats., in support of the
1212 action of the Joint Committee for Review of Administrative Rules in suspending
1313 emergency rule 2209 of the Wisconsin Elections Commission on July 20, 2022. The
1414 suspended emergency rule 1) identified what constitutes a complete address for
1515 purposes of a statutory provision that prohibits the counting of an absentee ballot
1616 whose certificate is missing the address of a witness and 2) required municipal clerks
1717 to take one or more specified corrective actions in an attempt to remedy the missing
1818 or inaccurate information.
1919 The people of the state of Wisconsin, represented in senate and assembly, do
2020 enact as follows:
2121 SECTION 1. 5.051 of the statutes is created to read:
2222 5.051 Repeal of emergency rule. The emergency rule promulgated by the
2323 elections commission that took effect on July 11, 2022, and that created s. EL 6.06,
