14	14	AN ACT to amend 7.15 (1) (cm) of the statutes; relating to: timeline for sending
15	15	or transmitting presidential preference primary absentee ballots.

17	17	Current law requires a municipal clerk to send an absentee ballot for each
18	18	partisan primary, presidential preference primary, and general election to all
19	19	electors requesting the ballot, including military and overseas electors, no later than
20	20	the 47th day before the partisan primary, presidential preference primary, or general
21	21	election or, if the request is not made before that day, within one business day after
22	22	the request is received. For all other primaries and elections, the municipal clerk
23	23	must send or transmit the absentee ballot no later than the 21st day before the
24	24	primary or election or, if the request is not made before that day, within one business
25	25	day after the request is received.
26	26	Under this bill, a municipal clerk must send or transmit an absentee ballot for
27	27	the presidential preference primary to electors other than military and overseas
28	28	electors no later than the 21st day before the presidential preference primary. The
29	29	bill does not alter the 47-day deadline for municipal clerks to send or transmit
30	30	absentee ballots to military electors and overseas electors for the presidential
31	31	preference primary.

34	34	The people of the state of Wisconsin, represented in senate and assembly, do
35	35	enact as follows:

39	39	SECTION 1 ASSEMBLY BILL 441
40	40	SECTION 1. 7.15 (1) (cm) of the statutes is amended to read:
41	41	7.15 (1) (cm) Prepare official absentee ballots for delivery to electors requesting
42	42	them, and except as provided in this paragraph, send an official absentee ballot to
43	43	each elector who has requested a ballot by mail, and to each military elector, as
44	44	defined in s. 6.34 (1), and overseas elector who has requested a ballot by mail,
45	45	electronic mail, or facsimile transmission, no later than the 47th day before each
46	46	partisan primary and general election and no later than the 21st day before each
47	47	other primary and election if the request is made before that day; otherwise, the
48	48	municipal clerk shall send or transmit an official absentee ballot within one business
49	49	day of the time the elector's request for such a ballot is received. The clerk shall send
50	50	or transmit an absentee ballot for the presidential preference primary to each
51	51	military elector and overseas elector who has requested that ballot no later than the
52	52	47th day before the presidential preference primary if the request is made before that
53	53	day, or, if the request is not made before that day, within one business day of the time
54	54	the request is received. For purposes of this paragraph, “business day" means any
55	55	day from Monday to Friday, not including a legal holiday under s. 995.20.
