1010 AN ACT to renumber and amend 118.019 (2) (d); to amend 118.019 (2) (a) 2.;
1111 and to create 118.019 (2) (d) (intro.) and 1. (intro.), 118.019 (2) (d) 1. b. to i. and
1212 118.019 (2) (d) 2. of the statutes; relating to: including age-appropriate child
1313 sexual abuse prevention instruction in a human growth and development
1414 instructional program.
1515 Analysis by the Legislative Reference Bureau
1616 Current law allows, but does not require, a school board to provide a human
1717 growth and development instructional program in grades kindergarten to 12. If a
1818 school board elects to provide such an instructional program, current law provides
1919 a recommended instructional program that 1) presents medically accurate
2020 information to pupils and addresses certain age-appropriate topics, including
2121 reproductive and sexual anatomy and physiology, the benefits of and reasons for
2222 abstaining from sexual activity, and how alcohol and drug use affect responsible
2323 decision making; 2) addresses self-esteem and personal responsibility, positive
2424 interpersonal skills, and healthy relationships; 3) addresses the positive connection
2525 between marriage and parenting; 4) presents information about avoiding
2626 stereotyping and bullying; and 5) identifies counseling, medical, and legal resources
2727 for survivors of sexual abuse and assault. This bill incorporates the recommendation
2828 related to identifying resources for survivors of sexual abuse and assault into a
2929 broader recommendation to provide an age-appropriate curriculum on child sexual
3030 abuse prevention that includes 1) instruction on specific topics and 2) providing

4040 The people of the state of Wisconsin, represented in senate and assembly, do
4141 enact as follows:
4242 SECTION 1. 118.019 (2) (a) 2. of the statutes is amended to read:
4343 118.019 (2) (a) 2. Reproductive and sexual anatomy and physiology, including
4444 biological, psychosocial, emotional, and intellectual changes that accompany
4545 maturation, and the anatomically correct terms for body parts.
4646 SECTION 2. 118.019 (2) (d) (intro.) and 1. (intro.) of the statutes are created to
4747 read:
4848 118.019 (2) (d) (intro.) Provide an age-appropriate curriculum on child sexual
4949 abuse prevention that includes all of the following:
