1313 AN ACT to create 16.281 of the statutes; relating to: online clearinghouse of
1414 information for small businesses in Wisconsin.

1616 This bill requires the Department of Administration to establish on the
1717 Internet a clearinghouse of information for small businesses in Wisconsin. Under
1818 the bill, DOA must coordinate with the W isconsin Economic Development
1919 Corporation, the Wisconsin Housing and Economic Development Authority, the
2020 Departments of Workforce Development and Revenue, local governments, local
2121 economic development organizations, and any other person DOA considers
2222 appropriate, to publish information relevant to small businesses on the
2323 clearinghouse, including information relating to all of the following:
2424 1. Bidding opportunities for small businesses to participate in state and local
2525 government contracts.
2626 2. Economic development programs, whether public or private, that may offer
2727 benefits to small businesses.
2828 3. Courses of instruction, networking opportunities, and other events or
2929 opportunities encouraging the establishment, development, and expansion of small
3030 businesses.
3131 4. Requirements for small businesses to obtain from the state or a local
3232 government any license, permit, or other authorization.
3333 5. Requirements for small businesses to pay any tax, fee, assessment, or other
3434 charge imposed by the state or a local government.

4141 The people of the state of Wisconsin, represented in senate and assembly, do
4242 enact as follows:
4343 SECTION 1. 16.281 of the statutes is created to read:
4444 16.281 Small business clearinghouse. (1) ESTABLISHMENT OF
4545 CLEARINGHOUSE. The department shall establish on the Internet a clearinghouse of
4646 information for small businesses in this state.
4747 (2) INFORMATION PUBLISHED ON CLEARINGHOUSE . The department shall
4848 coordinate with the Wisconsin Economic Development Corporation, the Wisconsin
4949 Housing and Economic Development Authority, the departments of workforce
5050 development and revenue, local governments, local economic development
5151 organizations, and any other person the department considers appropriate, to
5252 publish information relevant to small businesses on the clearinghouse established
5353 under sub. (1), including information relating to all of the following:
5454 (a) Bidding opportunities for small businesses to participate in state and local
5555 government contracts.
5656 (b) Economic development programs, as defined in s. 238.01 (3), whether public
5757 or private, that may offer benefits to small businesses.
5858 (c) Courses of instruction, networking opportunities, and other events or
5959 opportunities encouraging the establishment, development, and expansion of small
6060 businesses.
6161 (d) Requirements for small businesses to obtain from the state or a local
6262 government any license, permit, or other authorization.
