1111 AN ACT to repeal 6.36 (1) (ae) and 343.50 (8) (c) 3.; to amend 6.36 (1) (b) 1. a.,
1212 342.06 (1) (eg) and 343.14 (2j); and to create 6.36 (1) (af) of the statutes;
1313 relating to: Wisconsin's membership agreement with the Electronic

1616 Under current law, the administrator of the Elections Commission is required
1717 to enter into a membership agreement with the Electronic Registration Information
1818 Center (ERIC) to assist the commission in maintaining Wisconsin's official voter
1919 registration list.
2020 This bill terminates Wisconsin's membership agreement with ERIC and directs
2121 the administrator of the Elections Commission to undertake all actions necessary
2222 and proper to effect that termination. The bill also expressly prohibits the
2323 commission and any other state agency from entering into a membership agreement
2424 with ERIC.
2525 For further information see the state fiscal estimate, which will be printed as
2626 an appendix to this bill.
2727 The people of the state of Wisconsin, represented in senate and assembly, do
2828 enact as follows:
2929 SECTION 1. 6.36 (1) (ae) of the statutes is repealed.

3737 SECTION 2. 6.36 (1) (af) of the statutes is created to read:
3838 6.36 (1) (af) Neither the commission nor any other agency, as defined in s.
3939 13.172 (1), may enter into a membership agreement with Electronic Registration
4040 Information Center, Inc.
4141 SECTION 3. 6.36 (1) (b) 1. a. of the statutes is amended to read:
4242 6.36 (1) (b) 1. a. Except as provided in pars. (ae), (bm), and (bn), no person other
4343 than an employee of the commission, a county clerk, a deputy county clerk, an
4444 executive director of a county board of election commissioners, a deputy designated
4545 by the executive director, a municipal clerk, a deputy municipal clerk, an executive
4646 director of a city board of election commissioners, or a deputy designated by the
4747 executive director may view the date of birth, operator's license number, or social
4848 security account number of an elector, the address of an elector to whom an
4949 identification serial number is issued under s. 6.47 (3), or any indication of an
5050 accommodation required under s. 5.25 (4) (a) to permit voting by an elector.
5151 SECTION 4. 342.06 (1) (eg) of the statutes is amended to read:
5252 342.06 (1) (eg) Except as provided in par. (eh), if the applicant is an individual,
5353 the social security number of the applicant. The department of transportation may
5454 not disclose a social security number obtained under this paragraph to any person
5555 except to the department of children and families for the sole purpose of
5656 administering s. 49.22, to the department of workforce development for the sole
5757 purpose of enforcing or administering s. 108.22, and to the department of revenue
5858 for the purposes of administering state taxes and collecting debt, and to the elections
5959 commission for the sole purpose of allowing the chief election officer to comply with
6060 the terms of the agreement under s. 6.36 (1) (ae).

9191 343.14 (2j) Except as otherwise required to administer and enforce this
9292 chapter, the department of transportation may not disclose a social security number
9393 obtained from an applicant for a license under sub. (2) (bm) to any person except to
9494 the department of children and families for the sole purpose of administering s.
9595 49.22, to the department of workforce development for the sole purpose of enforcing
9696 or administering s. 108.22, to the department of revenue for the purposes of
9797 administering state taxes and collecting debt, or to the driver licensing agency of
9898 another jurisdiction, or to the elections commission for the sole purpose of allowing
9999 the chief election officer to comply with the terms of the agreement under s. 6.36 (1)

101101 SECTION 6. 343.50 (8) (c) 3. of the statutes is repealed.
102102 SECTION 7.0Nonstatutory provisions.
103103 (1) TERMINATION OF ERIC AGREEMENT. This state's agreement with the
104104 Electronic Registration Information Center, entered into under s. 6.36 (1) (ae) 1.,
105105 2021 stats., is terminated. The chief election officer of this state shall undertake all
106106 actions necessary and proper to give effect to this subsection.
