AN ACT relating to: additional positions in the Department of Public Instruction
related to licensing school and public library personnel and making an
appropriation.
Analysis by the Legislative Reference Bureau
Under current law, school districts must ensure that every teacher, supervisor,
administrator, and professional staff member holds a certificate, license, or permit
to teach issued by the Department of Public Instruction before beginning such a
position. Additionally, under current law, independent charter schools must ensure
that all instructional staff hold a license or permit to teach issued by DPI. While a
license issued by DPI is not required to teach in a private school, DPI also issues
licenses to teach to teachers in private schools. Under current law, DPI is also
responsible for licensing related to public library personnel.
This bill increases the number of positions for DPI by 10.0 positions in fiscal
year 2023-24 and provides $1,000,000 for those positions in fiscal years 2023-24 and
2024-25. The new positions are for licensing school and public library personnel.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:

SECTION 1.0Fiscal changes.
(1) LICENSING SCHOOL AND PUBLIC LIBRARY PERSONNEL; POSITIONS. In the schedule
under s. 20.005 (3) for the appropriation to the department of public instruction
under s. 20.255 (1) (a), the dollar amount for fiscal year 2023-24 is increased by
$1,000,000 to increase the authorized FTE positions for the department by 10.0 GPR
positions for licensing school and public library personnel. In the schedule under s.
20.005 (3) for the appropriation to the department of public instruction under s.
20.255 (1) (a), the dollar amount for fiscal year 2024-25 is increased by $1,000,000
to provide funding for the positions under this subsection.
