| 16 | 16 | | The people of the state of Wisconsin, represented in senate and assembly, do |

| 17 | 17 | | enact as follows: |

| 18 | 18 | | SECTION 1. 38.08 (1) (a) 1. (intro.) of the statutes is amended to read: |

| 19 | 19 | | 38.08 (1) (a) 1. (intro.) A district board shall administer the district and, except |

| 20 | 20 | | as provided in subd. 1g., shall be composed of 9 members who are U.S. citizens and |

| 21 | 21 | | residents of the district, consisting of the following: |
