8	8	AN ACT relating to: ratification of the agreement negotiated between the State
9	9	of Wisconsin and the Wisconsin State Building Trades Negotiating Committee,
10	10	for the 2023-24 fiscal year, covering employees in the building trades crafts
11	11	collective bargaining unit, and authorizing an expenditure of funds.
12	12	Analysis by the Legislative Reference Bureau
13	13	This proposal is introduced under s. 111.92 (1), stats. The proposal ratifies the
14	14	collective bargaining contract for state employees in the building trades crafts
15	15	collective bargaining unit negotiated for the 2023-24 fiscal year under the State
16	16	Employment Labor Relations Act. Currently, statutory program supplement
17	17	appropriations fund the costs of collective bargaining agreements to the extent that
18	18	they exceed budgeted costs. The proposal authorizes expenditure of moneys from
19	19	those appropriations to fund the cost of this agreement.
20	20	For further information see the state fiscal estimate, which will be printed as
21	21	an appendix to this bill.
22	22	The people of the state of Wisconsin, represented in senate and assembly, do
23	23	enact as follows:
24	24	SECTION 1.0Agreement ratified. The legislature ratifies the tentative
25	25	agreement negotiated for the 2023-24 fiscal year between the State of Wisconsin, the

34	34	division of personnel management in the department of administration, and the
35	35	Wisconsin State Building Trades Negotiating Committee, covering employees in the
36	36	building trades crafts collective bargaining unit under subch. V of ch. 111, as
37	37	approved by the employees of the building trades crafts collective bargaining unit
38	38	and approved and recommended by the joint committee on employment relations,
39	39	and authorizes the necessary expenditure of moneys for implementation from the
40	40	appropriations made by s. 20.865 (1), subject to s. 20.865 (intro.). The administrator
41	41	of the division of personnel management in the department of administration shall
42	42	file an official copy of the agreement, certified by the cochairpersons of the joint
43	43	committee on employment relations, with the secretary of state. No formal or
44	44	informal agreement between the parties that is not a part of the official copy is
45	45	deemed to be approved by the legislature under this act.
46	46	SECTION 2.0Effective date.
47	47	(1) This act takes effect on the day after publication, except that those
48	48	provisions specifically identified as having other effective dates in the agreement
49	49	covering employees in the building trades crafts collective bargaining unit are
50	50	effective on the dates provided in that agreement.
