6		-	The people of the state of Wisconsin, represented in
7		-	senate and assembly, do enact as follows:
8		-	SECTION 1m. 19.42 (13) (or) of the statutes is created
9		-	to read:
10		-	19.42 (13) (or) The members of the Wisconsin−Ire-
11		-	land trade commission under s. 238.29.
12		-	SECTION 1r. 238.29 of the statutes is created to read:
13		-	238.29 Wisconsin−Ireland trade commission. (1)
14		-	DEFINITION. In this section, “commission” means the
15		-	advisory body established by the corporation under sub.
16		-	(2).
17		-	(2) CREATION. The corporation shall establish an
18		-	advisory body, to be known as the Wisconsin−Ireland
19		-	trade commission. The corporation shall provide admin-
20		-	istrative support for the commission.
21		-	(3) COMPOSITION; APPOINTMENTS; VACANCIES. (a) The
22		-	commission shall consist of 7 members, appointed as fol-
23		-	lows:
24		-	1. Two senators, who shall be appointed by the presi-
25		-	dent of the senate. The members shall have knowledge
26		-	of or current or past involvement in organizations that
27		-	promote Irish affairs or shall have interest in the well−
28		-	being of trade relations between this state and the Repub-
29		-	lic of Ireland.
30		-	2. Two representatives to the assembly, who shall be
31		-	appointed by the speaker of the assembly. The members
32		-	shall have knowledge of or current or past involvement
33		-	in organizations that promote Irish affairs or shall have
34		-	interest in the well−being of trade relations between this

	12	+	Economic Development Corporation to create the Wisconsin-Ireland Trade

	15	+	This bill requires the Wisconsin Economic Development Corporation to create
	16	+	an advisory body, to be known as the Wisconsin-Ireland Trade Commission, to
	17	+	advance and promote mutual economic interests between W isconsin and the
	18	+	Republic of Ireland.
	19	+	Under the bill, the commission has seven members: two senators appointed by
	20	+	the president of the senate, two representatives to the assembly appointed by the
	21	+	speaker of the assembly, and three members nominated by the governor, and with
	22	+	the advice and consent of the senate appointed, to serve for two-year terms. Of the
	23	+	members appointed by the governor, at least one must be a representative from a
	24	+	public institution of higher education, at least one must be a representative from an
	25	+	organization that represents Wisconsin's business interests, and at least one must
	26	+	represent Irish-American communities or interests.
	27	+	The purpose of the commission is to do the following: 1) promote the
	28	+	advancement of bilateral trade and investment between Wisconsin and the Republic
	29	+	of Ireland, 2) recommend joint action on policy issues of mutual interest to Wisconsin
	30	+	and the Republic of Ireland, 3) promote business and academic exchanges between
	31	+	Wisconsin and the Republic of Ireland, 4) encourage mutual economic support
	32	+	between Wisconsin and the Republic of Ireland, 5) encourage mutual investment in

	38	+	the infrastructure of Wisconsin and the Republic of Ireland, and 6) address such
	39	+	other issues as are determined by the commission.
	40	+	The commission must report its findings, results, and recommendations to the
	41	+	governor and the legislature within one year of its initial organizational meeting and
	42	+	by February 1 of each succeeding year.
	43	+	The commission may raise funds or accept gifts, grants, or bequests to defray
	44	+	the commission's administrative expenses and carry out its purposes.
	45	+	For further information see the state fiscal estimate, which will be printed as
	46	+	an appendix to this bill.

	87	+	3. Three members nominated by the governor, and with the advice and consent
	88	+	of the senate appointed, to serve for 2-year terms. The members shall include at
	89	+	least one representative from an institution, as defined in s. 36.05 (9), or a technical
	90	+	college under ch. 38; at least one representative from an organization that represents
	91	+	business interests in this state; and at least one member who represents
	92	+	Irish-American communities or interests.
	93	+	(b) A vacancy in the membership of the commission shall be filled in the same
	94	+	manner in which the original appointment was made.
	95	+	(4) ADMINISTRATION. (a) Compensation; reimbursement. A member of the
	96	+	commission shall receive no compensation for services but shall be reimbursed by the
	97	+	corporation for necessary expenses, including travel expenses, incurred in the
	98	+	discharge of duties.
	99	+	(b) Meetings; chairperson. 1. The commission shall meet on the call of the
	100	+	chairperson or a majority of its members. The commission may meet or hold hearings
	101	+	at any location as will best serve the citizens of this state.
	102	+	2. The commission shall elect a chairperson from amongst its members every
	103	+	2 years.
	104	+	(c) Records; meetings. The commission's records are subject to the right of
	105	+	examination and copying under s. 19.35 (1), and the commission's meetings are
	106	+	subject to subch. V. of ch. 19.
	107	+	(d) Quorum. A majority of the membership of the commission constitutes a
	108	+	quorum to do business, and a majority of a quorum may act in any matter within the
	109	+	jurisdiction of the commission.
	110	+	(5) PURPOSE OF THE COMMISSION. The commission shall do all of the following:

60		-	amongst its members every 2 years.
61		-	(c) Records; meetings. The commission’s records
62		-	are subject to the right of examination and copying under
63		-	s. 19.35 (1), and the commission’s meetings are subject
64		-	to subch. V. of ch. 19.
65		-	(d) Quorum. A majority of the membership of the

82		-	(f) Address such other issues as are determined by the
83		-	commission.
84		-	(6) REPORTS. The commission shall submit a written
85		-	report of its findings, results, and recommendations to the
86		-	governor and the legislature within one year after its ini-
87		-	tial organizational meeting and by February 1 of each

89		-	dar year.
90		-	(7) FUNDING. The commission may raise funds,
91		-	through direct solicitation or other fundraising events,
92		-	alone or with other groups, and accept gifts, grants, and

94		-	governmental agencies, and public and private organiza-
95		-	tions and institutions, to defray the commission’s admin-
96		-	istrative expenses and to carry out its purposes.
97		-	SECTION 2.0Nonstatutory provisions.
98		-	(1) INITIAL APPOINTMENTS. All initial appointments
99		-	to the Wisconsin−Ireland trade commission under s.
100		-	238.29 (3) (a) shall be made no later than July 1, 2024.
