2023 ASSEMBLY BILL 549 
The bill requires the Technical College System Board to issue recruitment and retention grants to 
attract instructors in manufacturing and truck driving programs and to award one-time grants to 
technical colleges to purchase or enhance manufacturing equipment or facilities to colleges that provide 
matching funds. 
ASSEMBLY SUBSTITUTE AMENDMENT 1 
Under Assembly Substitute Amendment 1, a recruitment award may not be granted to an instructor 
who was recently employed by a district board and the matching funds for the purpose of receiving a 
grant to purchase or enhance equipment or facilities may include in-kind contributions.

Assembly Substitute Amendment 1 was offered on October 31, 2023 by Representative Michalski. On 
November 2, 2023, the Assembly Committee on Workforce Development and Economic Opportunities 
voted to recommend adoption of the substitute amendment and passage of the bill, as amended, on a 
vote of Ayes, 10; Noes, 0.
