11	11	AN ACT relating to: authorizing certain full-time positions within the
12	12	Department of Safety and Professional Services and making an appropriation.

14	14	This bill appropriates money for the Department of Safety and Professional
15	15	Services to hire nine full-time staff to process professional license applications, eight
16	16	full-time staff to communicate with customers and the public, and two full-time
17	17	staff to help individuals, employers, and institutions of higher education understand
18	18	the credential application and approval process.
19	19	For further information see the state fiscal estimate, which will be printed as
20	20	an appendix to this bill.
21	21	The people of the state of Wisconsin, represented in senate and assembly, do
22	22	enact as follows:
23	23	SECTION 1.0Fiscal changes.
24	24	(1) PROFESSIONAL LICENSING STAFF; DEPARTMENT OF SAFETY AND PROFESSIONAL
25	25	SERVICES. In the schedule under s. 20.005 (3) for the appropriation to the department
26	26	of safety and professional services under s. 20.165 (1) (g), the dollar amount for fiscal
27	27	year 2023-24 is increased by $552,300 to increase the authorized FTE positions for

37	37	the department by 9.0 PR positions for staff to process professional credential
38	38	applications. In the schedule under s. 20.005 (3) for the appropriation to the
39	39	department of safety and professional services under s. 20.165 (1) (g), the dollar
40	40	amount for fiscal year 2024-25 is increased by $708,900 to provide funding for the
41	41	positions authorized under this subsection.
42	42	(2) CUSTOMER COMMUNICATION STAFF; DEPARTMENT OF SAFETY AND PROFESSIONAL
43	43	SERVICES. In the schedule under s. 20.005 (3) for the appropriation to the department
44	44	of safety and professional services under s. 20.165 (1) (g), the dollar amount for fiscal
45	45	year 2023-24 is increased by $465,600 to increase the authorized FTE positions
46	46	within the department by 8.0 PR positions for staff to communicate with customers
47	47	and the public. In the schedule under s. 20.005 (3) for the appropriation to the
48	48	department of safety and professional services under s. 20.165 (1) (g), the dollar
49	49	amount for fiscal year 2024-25 is increased by $581,800 to provide funding for the
50	50	positions authorized under this subsection.
51	51	(3) LICENSE NAVIGATORS; DEPARTMENT OF SAFETY AND PROFESSIONAL SERVICES. In
52	52	the schedule under s. 20.005 (3) for the appropriation to the department of safety and
53	53	professional services under s. 20.165 (1) (g), the dollar amount for fiscal year 2024-25
54	54	is increased by $143,000 to increase the authorized FTE positions within the
55	55	department by 2.0 PR positions for staff to help individuals, employers, and
56	56	institutions of higher education understand the credential application and approval
57	57	process.
58	58	SECTION 2.0Effective date.
59	59	(1) This act takes effect on the day after publication, or on the 2nd day after
60	60	publication of the 2023 biennial budget act, whichever is later.
