1111 AN ACT to create 51.72 of the statutes; relating to: grants for suicide prevention
1212 programming.
1313 Analysis by the Legislative Reference Bureau
1414 This bill requires the Department of Health Services to award grants of up to
1515 $25,000 with federal funds received under a federal community mental health
1616 services block grant to organizations or coalitions of organizations, including cities,
1717 villages, towns, counties, and American Indian tribes for suicide prevention
1818 programming. A grant recipient must contribute matching funds or in-kind services
1919 having a value equal to at least 20 percent of the grant amount. The bill provides
2020 that DHS must set aside $250,000 of federal funds each fiscal year for the purpose
2121 of awarding the grants under the bill.

2424 The people of the state of Wisconsin, represented in senate and assembly, do
2525 enact as follows:
2626 SECTION 1. 51.72 of the statutes is created to read:
2727 51.72 Suicide prevention programming grants. (1) From the federal
2828 funds set aside under sub. (2), the department shall award grants to organizations

3636 or coalitions of organizations, which may include a city, village, town, county, or
3737 federally recognized American Indian tribe or band in this state, for suicide
3838 prevention programming.
3939 (2) Each fiscal year, the department shall set aside $250,000 from the federal
4040 funds received under 42 USC 300x to 300x-9 for the purpose of awarding grants
4141 under sub. (1). The department may not encumber the federal funds set aside under
4242 this subsection during the fiscal year in which the funds are set aside for any purpose
4343 other than awarding grants under sub. (1).
4444 (3) The department may not award a grant under sub. (1) unless the recipient
4545 contributes matching funds or in-kind services having a value equal to at least 20
4646 percent of the grant.
4747 (4) The department may award a grant to a recipient under sub. (1) for an
4848 amount up to $25,000 in a particular fiscal year.
