1111 AN ACT to create 343.14 (6m) of the statutes; relating to: facilitating voter
1212 registration for applicants for a driver's license or state identification card and
1313 granting rule-making authority.
1414 Analysis by the Legislative Reference Bureau
1515 This bill requires the Department of Transportation to do all of the following as
1616 a part of the application process for a driver's license or state identification card:
1717 1. Determine whether the applicant is eligible and registered to vote.
1818 2. If the applicant is eligible to vote, but not registered to vote, provide a voter
1919 registration form and information concerning eligibility to vote to the applicant,
2020 instructions for completing the form, and, unless the applicant declines in writing,
2121 assistance in completing the form.
2222 3. Provide to the applicant a written explanation of how to register to vote in
2323 person, by mail, and by electronic means.
2424 The bill also requires that DOT and the Elections Commission jointly
2525 promulgate rules providing, as a part of the application process, the opportunity for
2626 applicants for a license or identification card to be automatically registered to vote.
2727 For further information see the state fiscal estimate, which will be printed as
2828 an appendix to this bill.
2929 The people of the state of Wisconsin, represented in senate and assembly, do
3030 enact as follows:

3636 SECTION 1. 343.14 (6m) of the statutes is created to read:
3737 343.14 (6m) (a) The department shall do all of the following as part of the
3838 application process for a license or identification card under this section:
3939 1. Determine whether the applicant is eligible to vote, but not registered to
4040 vote.
4141 2. If the applicant is eligible to vote, but not registered to vote, provide to the
4242 applicant the voter registration form prescribed under s. 6.33 and information
4343 concerning eligibility to vote, instructions for completing the form, and, unless the
4444 applicant declines in writing, assistance in completing the form.
4545 3. Provide to the applicant a written explanation of how to register to vote in
4646 person under s. 6.30 (1), by mail under s. 6.30 (4), and by electronic means under s.
4747 6.30 (5).
4848 (b) The department and the elections commission jointly shall promulgate
4949 rules providing, as a part of the application process, the opportunity for applicants
5050 for a license or identification card under this section to be automatically registered
5151 to vote.
