11	11	AN ACT to create 343.14 (6m) of the statutes; relating to: facilitating voter
12	12	registration for applicants for a driver's license or state identification card and
13	13	granting rule-making authority.

15	15	This bill requires the Department of Transportation to do all of the following as
16	16	a part of the application process for a driver's license or state identification card:
17	17	1. Determine whether the applicant is eligible and registered to vote.
18	18	2. If the applicant is eligible to vote, but not registered to vote, provide a voter
19	19	registration form and information concerning eligibility to vote to the applicant,
20	20	instructions for completing the form, and, unless the applicant declines in writing,
21	21	assistance in completing the form.
22	22	3. Provide to the applicant a written explanation of how to register to vote in
23	23	person, by mail, and by electronic means.
24	24	The bill also requires that DOT and the Elections Commission jointly
25	25	promulgate rules providing, as a part of the application process, the opportunity for
26	26	applicants for a license or identification card to be automatically registered to vote.

28	28	an appendix to this bill.
29	29	The people of the state of Wisconsin, represented in senate and assembly, do
30	30	enact as follows:

36	36	SECTION 1. 343.14 (6m) of the statutes is created to read:
37	37	343.14 (6m) (a) The department shall do all of the following as part of the
38	38	application process for a license or identification card under this section:
39	39	1. Determine whether the applicant is eligible to vote, but not registered to
40	40	vote.
41	41	2. If the applicant is eligible to vote, but not registered to vote, provide to the
42	42	applicant the voter registration form prescribed under s. 6.33 and information
43	43	concerning eligibility to vote, instructions for completing the form, and, unless the
44	44	applicant declines in writing, assistance in completing the form.
45	45	3. Provide to the applicant a written explanation of how to register to vote in
46	46	person under s. 6.30 (1), by mail under s. 6.30 (4), and by electronic means under s.
47	47	6.30 (5).
48	48	(b) The department and the elections commission jointly shall promulgate
49	49	rules providing, as a part of the application process, the opportunity for applicants
50	50	for a license or identification card under this section to be automatically registered
51	51	to vote.
