11	11	AN ACT to amend 304.078 (3); and to create 301.03 (20n) of the statutes;
12	12	relating to: facilitating voter registration for those who have their voting
13	13	rights restored.
14	14	Analysis by the Legislative Reference Bureau
15	15	Under current law, the Department of Corrections or a jailer of a county jail or
16	16	house of correction is required to provide written notification to a person convicted
17	17	of a felony when the person's right to vote is restored. Under this bill, DOC or the
18	18	jailer must at the same time provide to the person all of the following:
19	19	1. A voter registration form and information concerning eligibility to vote.
20	20	2. Instructions for completing the voter registration form.
21	21	3. Unless the person declines in writing, assistance completing the voter
22	22	registration form.
23	23	4. A written explanation of how to register to vote in person, by mail, and by
24	24	electronic means.
25	25	5. Information concerning the current election cycle, including the dates of
26	26	upcoming elections and which offices are on the ballots.
27	27	Also, under current law, DOC is required to transmit to the Elections
28	28	Commission, on a continuous basis, a list containing the name of each living person
29	29	who has been convicted of a felony and whose civil rights have not been restored. This
30	30	bill requires that DOC additionally transmit to the Elections Commission, on a
31	31	continuous basis, a list containing the name of each living person who has been
32	32	convicted of a felony and whose civil rights have been restored, together with his or
33	33	her residential address.

40	40	printed as an appendix to this bill.
41	41	The people of the state of Wisconsin, represented in senate and assembly, do
42	42	enact as follows:
43	43	SECTION 1. 301.03 (20n) of the statutes is created to read:
44	44	301.03 (20n) Transmit to the elections commission, on a continuous basis, a list
45	45	containing the name of each living person who has been convicted of a felony under
46	46	the laws of this state and whose civil rights have been restored, together with his or
47	47	her residential address.
48	48	SECTION 2. 304.078 (3) of the statutes is amended to read:
49	49	304.078 (3) If a person is disqualified from voting under s. 6.03 (1) (b), his or
50	50	her right to vote is restored when he or she completes the term of imprisonment or
51	51	probation for the crime that led to the disqualification. The department or, if the
52	52	person is sentenced to a county jail or house of correction, the jailer shall inform the
53	53	person in writing at the time his or her right to vote is restored under this subsection;
54	54	shall provide to the person the voter registration form prescribed under s. 6.33 and
55	55	information concerning eligibility to vote, instructions for completing the form, and,
56	56	unless the person declines in writing, assistance completing the form; shall provide
57	57	to the person a written explanation of how to register to vote in person under s. 6.30
58	58	(1), by mail under s. 6.30 (4), and by electronic means under s. 6.30 (5); and shall
59	59	provide to the person information concerning the current election cycle, including the
60	60	dates of upcoming elections and which offices are on the ballots.
