11	11	AN ACT to create 49.87 of the statutes; relating to: facilitating voter registration
12	12	for applicants for public assistance.

14	14	This bill requires that all of the following must occur in connection with each
15	15	application for public assistance in Wisconsin:
16	16	1. The person receiving the application must determine whether the applicant
17	17	is eligible to vote and registered to vote.
18	18	2. If the applicant is eligible to vote, but not registered to vote, the applicant
19	19	must be provided with the opportunity to register to vote online on-site and
20	20	assistance in doing so.
21	21	3. If the applicant is eligible to vote, but declines the opportunity to register
22	22	on-site, the applicant must be provided with a voter registration form and
23	23	information concerning eligibility to vote, instructions for completing the form, and,
24	24	unless the applicant declines in writing, assistance in completing the form. The
25	25	applicant must also be provided with a written explanation of how to register to vote
26	26	in person, by mail, and by electronic means.
27	27	For further information see the state and local fiscal estimate, which will be
28	28	printed as an appendix to this bill.
29	29	The people of the state of Wisconsin, represented in senate and assembly, do
30	30	enact as follows:

34	34	SECTION 1 ASSEMBLY BILL 585
35	35	SECTION 1. 49.87 of the statutes is created to read:
36	36	49.87 Voter registration. The departments of children and families and
37	37	health services shall ensure that all of the following are done in connection with each
38	38	application for any aid, benefit, or service provided under this chapter:
39	39	(1) The person receiving the application shall determine whether the applicant
40	40	is eligible to vote and registered to vote.
41	41	(2) If the applicant is eligible to vote, but not registered to vote, the applicant
42	42	shall be provided with the opportunity to register to vote online on-site and
43	43	assistance in doing so.
44	44	(3) If the applicant is eligible to vote, but declines the opportunity to register
45	45	on-site, the applicant shall be provided with the voter registration form prescribed
46	46	under s. 6.33 and information concerning eligibility to vote, instructions for
47	47	completing the form, and, unless the applicant declines in writing, assistance in
48	48	completing the form. The applicant shall also be provided with a written explanation
49	49	of how to register to vote in person under s. 6.30 (1), by mail under s. 6.30 (4), and
50	50	by electronic means under s. 6.30 (5).
