1111 AN ACT to create 49.87 of the statutes; relating to: facilitating voter registration
1212 for applicants for public assistance.
1313 Analysis by the Legislative Reference Bureau
1414 This bill requires that all of the following must occur in connection with each
1515 application for public assistance in Wisconsin:
1616 1. The person receiving the application must determine whether the applicant
1717 is eligible to vote and registered to vote.
1818 2. If the applicant is eligible to vote, but not registered to vote, the applicant
1919 must be provided with the opportunity to register to vote online on-site and
2020 assistance in doing so.
2121 3. If the applicant is eligible to vote, but declines the opportunity to register
2222 on-site, the applicant must be provided with a voter registration form and
2323 information concerning eligibility to vote, instructions for completing the form, and,
2424 unless the applicant declines in writing, assistance in completing the form. The
2525 applicant must also be provided with a written explanation of how to register to vote
2626 in person, by mail, and by electronic means.
2727 For further information see the state and local fiscal estimate, which will be
2828 printed as an appendix to this bill.
2929 The people of the state of Wisconsin, represented in senate and assembly, do
3030 enact as follows:

3535 SECTION 1. 49.87 of the statutes is created to read:
3636 49.87 Voter registration. The departments of children and families and
3737 health services shall ensure that all of the following are done in connection with each
3838 application for any aid, benefit, or service provided under this chapter:
3939 (1) The person receiving the application shall determine whether the applicant
4040 is eligible to vote and registered to vote.
4141 (2) If the applicant is eligible to vote, but not registered to vote, the applicant
4242 shall be provided with the opportunity to register to vote online on-site and
4343 assistance in doing so.
4444 (3) If the applicant is eligible to vote, but declines the opportunity to register
4545 on-site, the applicant shall be provided with the voter registration form prescribed
4646 under s. 6.33 and information concerning eligibility to vote, instructions for
4747 completing the form, and, unless the applicant declines in writing, assistance in
4848 completing the form. The applicant shall also be provided with a written explanation
4949 of how to register to vote in person under s. 6.30 (1), by mail under s. 6.30 (4), and
5050 by electronic means under s. 6.30 (5).
