100 | 100 | | 7. Pilot program related to the federal Housing Choice Voucher Program |
---|
101 | 101 | | The bill creates a two-year pilot program that gives priority to homeless |
---|
102 | 102 | | children and their families, as defined under federal law, on the waiting list that |
---|
103 | 103 | | WHEDA, or a public housing agency that contracts with WHEDA, maintains under |
---|
104 | 104 | | the federal Housing Choice Voucher Program. Under the bill, WHEDA is required |
---|
105 | 105 | | to develop policies and procedures for the pilot program. |
---|
106 | 106 | | 8. Civil legal services for the indigent |
---|
107 | 107 | | Under current law, the Department of Children and Families is directed to |
---|
108 | 108 | | allocate in each fiscal year specific amounts of money, including federal moneys |
---|
109 | 109 | | received under the Temporary Assistance for Needy Families (TANF) block grant, for |
---|
110 | 110 | | various public assistance programs. Under current law, DCF provides funding to the |
---|
111 | 111 | | Wisconsin Trust Account Foundation, Inc., (the foundation) to provide civil legal |
---|
112 | 112 | | services to TANF-eligible individuals in two ways: |
---|
113 | 113 | | 1. DCF provides up to $100,000 in each fiscal year in matching funds to the |
---|
114 | 114 | | foundation for the provision of civil legal services to eligible individuals. This grant |
---|
115 | 115 | | does not specify what types of civil legal services may be provided. |
---|
116 | 116 | | 2. DCF provides a $500,000 grant from federal TANF funding in each fiscal |
---|
117 | 117 | | year to the foundation to provide grants to programs, up to $75,000 each, that provide |
---|
118 | 118 | | certain legal services to eligible individuals. The legal services provided through this |
---|
119 | 119 | | grant are limited to legal services in civil matters related to domestic abuse or sexual |
---|
120 | 120 | | abuse or to restraining orders or injunctions for individuals at risk. |
---|
121 | 121 | | The bill removes the grant that requires matching funds and increases the |
---|
122 | 122 | | grant to provide certain legal services to eligible individuals to $1,000,000 per fiscal |

123 | 123 | | year. Under the bill, the foundation may additionally use this funding to provide to |

152 | 152 | | education and training. Under this program, a community action agency may |
---|
153 | 153 | | provide these services to individuals who work at least 20 hours per week and whose |
---|
154 | 154 | | earned income is at or below 150 percent of the poverty line. The bill increases the |
---|
155 | 155 | | earned income threshold for eligibility to 200 percent of the poverty line. |
---|
156 | 156 | | 3. Transitional Jobs program |
---|
157 | 157 | | Under current law, DCF administers the Transitional Jobs program, which |
---|
158 | 158 | | provides wage subsidies to employers of certain low-income parents or primary |
---|
159 | 159 | | caregivers of a child and low-income young adults. The bill provides an additional |
---|
160 | 160 | | $1,000,000 per fiscal year in federal TANF funding to the Transitional Jobs program |

161 | 161 | | to provide these services outside of Milwaukee County. |

162 | 162 | | 4. Job and employment services pilot program |
---|

203 | 203 | | The bill also requires the Department of Health Services to establish a grant |
---|
204 | 204 | | program to provide grants to community action agencies to enable them to respond |
---|
205 | 205 | | to the needs of communities and low-income families and individuals in crisis |
---|
206 | 206 | | resulting from opioid addiction-related issues. Through the program, DHS is |
---|
207 | 207 | | required to endeavor to expand and support effective community efforts to identify |
---|
208 | 208 | | and respond to causes and consequences of opioid misuse and addiction experienced |
---|
209 | 209 | | by low-income individuals, families, and communities. Under the bill, DHS must |
---|
210 | 210 | | award grants of at least $25,000 and up to $250,000 per year. The bill sets out criteria |

211 | 211 | | DHS must use in awarding grants as well as characteristics of applications to which |

212 | 212 | | DHS must give preference. Grants under the bill may not be more than three years |
---|
213 | 213 | | in duration unless approved by the secretary of health services. |
---|
214 | 214 | | LEAD EXPOSURE AND ABATEMENT |
---|
215 | 215 | | 1. Early intervention services for children with lead in their blood |
---|
216 | 216 | | Under current law, DHS implements a statewide program, referred to as the |
---|
217 | 217 | | Birth to 3 Program, that provides early intervention services for children aged three |
---|
218 | 218 | | and under who are developmentally delayed or are diagnosed as having a condition |
---|
219 | 219 | | that is likely to result in significantly delayed development. The bill ensures that |
---|
220 | 220 | | children with a concentration of lead in their blood of at least 3.5 micrograms per 100 |
---|
221 | 221 | | milliliters of blood are eligible for services under the Birth to 3 Program. The bill also |

222 | 222 | | allows DHS to develop a methodology to allocate funding for early intervention |

228 | 228 | | Lead-Safe Homes Program. The Lead-Safe Homes Program provides repairs to |

229 | 229 | | owner-occupied and rental properties to make them lead-safe. Currently, the |
---|
230 | 230 | | program is funded in part through federal funding. The bill increases state funding |

231 | 231 | | for the program by $28,400,000 over the fiscal biennium. |
---|
232 | 232 | | 3. Windows Plus lead exposure program |
---|
233 | 233 | | The bill authorizes one general purpose revenue position within DHS and |
---|
234 | 234 | | increases funding to resume the Windows Plus lead exposure program. The |
---|
235 | 235 | | Windows Plus lead exposure program was initiated in the 2019-21 fiscal biennium |
---|
236 | 236 | | with onetime funding to provide lead-safe renovations in homes built before 1950 |

237 | 237 | | that are inhabited or frequently visited by low-income families with children. The |

238 | 238 | | program focuses renovations on high-risk components of housing, such as windows, |

---|
240 | 240 | | 4. Lead service line replacement |

241 | 241 | | This bill appropriates $200,000,000 from the general fund to the environmental |

242 | 242 | | improvement program for projects involving forgivable loans to private users of |

243 | 243 | | public water systems to replace lead service lines. Under current law, DOA and the |
---|
244 | 244 | | Department of Natural Resources administer the safe drinking water loan program |
---|
245 | 245 | | (SDWLP), which provides financial assistance from the environmental improvement |
---|
246 | 246 | | program to local governmental units and to the private owners of community water |
---|
247 | 247 | | systems that serve local governmental units for projects for the planning, designing, |
---|
248 | 248 | | construction, or modification of public water systems. DNR establishes a funding list |
---|
249 | 249 | | for SDWLP projects and DOA allocates funding for those projects. |

887 | 887 | | (3) Any community action agency is eligible to apply for a grant under this |

888 | 888 | | section by submitting an application in the form and manner specified by the |

889 | 889 | | department. |
---|
890 | 890 | | (4) A recipient of a grant under this section may use the moneys to support one |
---|
891 | 891 | | or more of the following activities, which may be conducted in coordination or |
---|
892 | 892 | | partnership with other community organizations: |
---|
893 | 893 | | (a) Enhanced public education to improve individual and community |
---|
894 | 894 | | awareness, with respect to the opioid misuse or addiction, including for children and |
---|
895 | 895 | | youth. |
---|
896 | 896 | | (b) Outreach and identification of individuals at risk of or experiencing opioid |
---|
897 | 897 | | misuse or addiction, and referral of such individuals to appropriate treatment, |
---|
898 | 898 | | recovery, or other resources in the community. |

899 | 899 | | (c) Direct services to prevent, treat, or recover from opioid addiction. |
---|
900 | 900 | | (d) Services to stabilize the education, employment, housing, transportation, |
---|
901 | 901 | | or other needs of addicted or at-risk individuals and their family members. |

938 | 938 | | resources available to addicted or at-risk individuals and their family members. |

939 | 939 | | (h) Training for agency personnel on issues related to opioid addiction, |
---|
940 | 940 | | including early identification of at-risk individuals and administration of overdose |
---|
941 | 941 | | prevention medications. |
---|
942 | 942 | | (5) Each grant awarded by the department under this section shall be at least |
---|
943 | 943 | | $25,000 and not more than $250,000 each fiscal year. |
---|
944 | 944 | | (6) A grant awarded by the department under this section may not be more |
---|
945 | 945 | | than 3 years in duration unless approved by the secretary based on outcome data or |
---|
946 | 946 | | extenuating circumstances. |
---|
947 | 947 | | (7) Each grant recipient shall submit an annual report to the department |
---|
948 | 948 | | detailing goals, interventions, outcomes, and expenditures related to the recipient's |
---|
949 | 949 | | program funded by a grant under this section. Each grant recipient shall make each |

950 | 950 | | report under this subsection publicly available on the recipient's website. The |

996 | 996 | | (b) A description of innovative approaches to be used and evidence of likely |

998 | 998 | | (c) A plan for measuring progress in achieving the objectives identified under |
---|
999 | 999 | | par. (a), including a strategy to collect data that can be used to measure the project's |

1050 | 1050 | | (d) Evidence of capacity-building and strengthening of community responses |
