4-AN ACT to create 252.047 of the statutes; relating to: waivers from immunization requirements at institutions of
5-higher education.
6-The people of the state of Wisconsin, represented in
7-senate and assembly, do enact as follows:
8-SECTION 1. 252.047 of the statutes is created to read:
9-252.047 Waiver from immunization requirements
10-at universities, colleges, and technical colleges. (1)  In
11-this section, “institution of higher education” has the
12-meaning given in s. 39.395 (1).
13-(2)  If any institution of higher education that receives
14-public moneys requires any student or prospective stu-
15-dent to receive an immunization as a condition of attend-
16-ance, the institution of higher education shall waive the
17-immunization requirement if the student or prospective
18-student objects to the immunization for reasons of health,
19-religion, or personal conviction.  No institution of higher
20-education may require that a student or prospective stu-
21-dent provide any explanation or justification for the stu-
22-dent’s or prospective student’s objection to an immuniza-
23-tion under this section.
24-(3)  At any time an institution of higher education that
25-receives public moneys informs a student or prospective
26-student of any immunization requirements of the institu-
27-tion of higher education, the institution of higher educa-
28-tion shall inform the student or prospective student in
29-writing of the student’s or prospective student’s right to
30-a waiver under this section.

14+This bill requires any institution of higher education that receives public
15+funding and that requires any student or prospective student to receive an
16+immunization as a condition of attendance to waive the immunization requirement
17+for a student or prospective student if the student or prospective student objects to
18+the immunization for reasons of health, religion, or personal conviction. Under the
19+bill, no institution of higher education may require that a student or prospective
20+student provide any explanation or justification of the student's or prospective
21+student's objection to an immunization. Further, the bill requires an institution of
22+higher education that receives public funding to inform a student or prospective
23+student of the student's or prospective student's right to a waiver from the institution
24+of higher education's immunization requirements in writing at any time the
25+institution of higher education informs the student or prospective student of the
26+immunization requirements.
