11	11	AN ACT to renumber and amend 341.13 (5); and to create 341.13 (1m) and
12	12	341.13 (5) (b) of the statutes; relating to: indicia of registration for electric
13	13	vehicles.

15	15	Under this bill, the Department of Transportation must issue to registrants of
16	16	hybrid and nonhybrid electric motor vehicles distinctive registration plates or decals
17	17	for display on existing registration plates that identify the vehicles as electric
18	18	vehicles.
19	19	For further information see the state fiscal estimate, which will be printed as
20	20	an appendix to this bill.
21	21	The people of the state of Wisconsin, represented in senate and assembly, do
22	22	enact as follows:
23	23	SECTION 1. 341.13 (1m) of the statutes is created to read:
24	24	341.13 (1m) (a) Subject to par. (b), the registration plates for any of the
25	25	following that operate at greater than 50 volts shall display on the plate the
26	26	abbreviation “EV” or another indication that the vehicle is an electric vehicle:

36	36	1. Hybrid electric vehicles, as defined in s. 341.25 (1) (L) 1. b.
37	37	2. Nonhybrid electric vehicles, as defined in s. 341.25 (1) (L) 1. c.
38	38	(b) The department may institute any system for issuing new registration
39	39	plates under par. (a) that the department deems advisable, except that the
40	40	department shall issue registration plates meeting the requirements under par. (a)
41	41	not later than the time at which the department is required to issue new registration
42	42	plates under s. 341.135 for the vehicle.
43	43	SECTION 2. 341.13 (5) of the statutes, as created by 2023 Wisconsin Act 19, is
44	44	renumbered 341.13 (5) (a) and amended to read:
45	45	341.13 (5) (a) A Except as provided in par. (b), a hybrid electric vehicle, as
46	46	defined under s. 341.25 (1) (L) 1. b., or a nonhybrid electric vehicle, as defined under
47	47	s. 341.25 (1) (L) 1. c., shall bear decals issued by the department to indicate that the
48	48	vehicle is an electric vehicle. The Except as provided in par. (b), decals issued under
49	49	this paragraph shall be displayed as provided in s. 341.15 (1m) (c).
50	50	SECTION 3. 341.13 (5) (b) of the statutes is created to read:
51	51	341.13 (5) (b) A vehicle bearing a registration plate meeting the requirements
52	52	of sub. (1m) is not required to bear decals issued under par. (a).
