2023 ASSEMBLY BILL 737 
The bill excludes sales by entities regulated by the Office of the Commissioner of Insurance (OCI) or its 
affiliates from the definition of a consumer approval transaction under the Wisconsin Consumer Act.  
ASSEMBLY AMENDMENT 1  
The amendment specifies that the sale of “insurance or a service contract” by entities regulated by OCI 
or its affiliates are excluded from the definition of a consumer approval transaction under the 
Wisconsin Consumer Act.  
BILL HISTORY 
Assembly Amendment 1 was offered by Representative Melotik on January 12, 2024. On January 17, 
2024, the Assembly Committee on Consumer Protection recommended adoption of the amendment on 
a vote of Ayes, 6; Noes, 2, and passage of the bill, as amended, on a vote of Ayes, 6; Noes, 3.
