17 | 17 | | This bill creates a farm to fork program, similar to the existing farm to school |
---|
18 | 18 | | program, to connect entities that are not school districts and that have cafeterias to |
---|
19 | 19 | | nearby farms to provide locally produced foods in meals and snacks, to help the public |
---|
20 | 20 | | develop healthy eating habits, to provide nutritional and agricultural education, and |
---|
21 | 21 | | to improve farmers' incomes and direct access to markets. Under the bill, the |
---|
22 | 22 | | Department of Agriculture, Trade and Consumer Protection must provide grants to |
---|
23 | 23 | | entities for these purposes. |
---|
24 | 24 | | The bill also provides funding for DATCP to award grants for creating and |
---|
25 | 25 | | expanding farm to school programs and requires that in awarding grants under the |
---|
26 | 26 | | farm to school programs, DATCP must give preference to school districts that have |
---|
27 | 27 | | a high percentage of students who are eligible for free or reduced-price meals under |
---|
28 | 28 | | federal law. Current law requires DATCP to promote farm to school programs, which |
---|
29 | 29 | | connect schools with nearby farms to provide children with locally produced foods in |
---|
30 | 30 | | school meals, and DATCP must give preference in awarding farm to school grants to |
---|
31 | 31 | | innovative proposals or to proposals that provide models for other school districts. |

89 | 89 | | 93.495 Farm to fork program. (1) DEFINITIONS. In this section: |
---|
90 | 90 | | (a) “Farm to fork program” means a program to connect entities that are not |

91 | 91 | | school districts and that have cafeterias to nearby farms to provide locally produced |
---|
92 | 92 | | fresh fruits and vegetables, dairy products, and other nutritious, locally produced |
---|
93 | 93 | | foods in meals and snacks; to help the public develop healthy eating habits; to provide |

94 | 94 | | nutritional and agricultural education; and to improve farmers' incomes and direct |
---|
95 | 95 | | access to markets. |
---|
96 | 96 | | (b) “Value-added agricultural product” means a farm product that satisfies any |
---|
97 | 97 | | of the following: |
---|
98 | 98 | | 1. The product has undergone a change in physical state. |
---|
99 | 99 | | 2. The product is produced in a manner that enhances its value. |
---|
100 | 100 | | 3. The product is physically segregated in a manner that enhances its value. |
---|
101 | 101 | | 4. The product is a source of farm-based or ranch-based renewable energy. |
---|
102 | 102 | | 5. The product is aggregated and marketed as a locally produced farm product. |
---|
103 | 103 | | (2) GRANTS. (a) The department may award grants from the appropriation |
---|
104 | 104 | | under s. 20.115 (4) (aw) to businesses, universities, hospitals, and other entities that |
---|
105 | 105 | | are not school districts and that have cafeterias for the creation and expansion of |
---|
106 | 106 | | farm to fork programs. The department shall give preference to proposals that are |
---|
107 | 107 | | innovative or that provide models that other entities can adopt. |
---|
108 | 108 | | (b) In awarding grants under this section, the department shall promote |
---|
109 | 109 | | agricultural development and farm profitability by supporting the development and |
---|

139 | 139 | | (c) The department may award grants under this subsection for projects that |
---|
140 | 140 | | do any of the following: |
---|
141 | 141 | | 1. Create, expand, diversify, or promote production, processing, marketing, and |
---|
142 | 142 | | distribution of food produced in this state for sale to entities in this state other than |
---|
143 | 143 | | school districts. |
---|
144 | 144 | | 2. Create, expand, or renovate facilities, including purchases of equipment for |
---|
145 | 145 | | the facilities, that would ensure the use of food produced in this state in locations in |
---|
146 | 146 | | this state other than schools. |
---|
147 | 147 | | 3. Provide, expand, or promote training for food service personnel, farmers, and |
---|
148 | 148 | | distributors. |
---|
149 | 149 | | 4. Provide, expand, or promote nutritional and agricultural education. |
---|
150 | 150 | | (d) The department shall consult with interested persons to establish grant |
---|
151 | 151 | | priorities for each fiscal year. |
---|
152 | 152 | | (3) REPORTS. At least annually, the department shall report to the legislature |
---|
153 | 153 | | under s. 13.172 (2) and to the secretary on the needs and opportunities for farm to |
---|
154 | 154 | | fork programs. |
---|
155 | 155 | | (4) RULES. The department may promulgate rules to administer this section. |
---|
156 | 156 | | SECTION 6.0Nonstatutory provisions. |
---|
157 | 157 | | (1) FARM TO FORK PROGRAM. The authorized FTE positions for the department |
---|
158 | 158 | | of agriculture, trade and consumer protection are increased by 1.0 GPR positions, to |
---|
159 | 159 | | be funded from the appropriation under s. 20.115 (4) (aw), for the purpose of |
---|
160 | 160 | | administering the farm to fork program. |
