12	12	AN ACT to create 302.074 of the statutes; relating to: free feminine hygiene
13	13	products for inmates of state correctional institutions or county jails or houses
14	14	of correction.

16	16	This bill requires the Department of Corrections to ensure that each state
17	17	correctional institution has a commissary that provides all of the following feminine
18	18	hygiene products free of charge to any inmate with an active menstrual cycle: at least
19	19	three brands of tampons, with at least one brand having a plastic applicator, in
20	20	appropriate absorbencies for varying levels of menstrual flow; at least three brands
21	21	of menstrual pads in appropriate absorbencies for varying levels of menstrual flow;
22	22	and at least one brand of reusable menstrual cup. The department must also ensure
23	23	that the state correctional institution has the means to sanitize inmate menstrual
24	24	cups on an as-needed basis.
25	25	The bill requires the sheriff to ensure that each county jail or house of correction
26	26	has a commissary that provides all of the following feminine hygiene products free
27	27	of charge to any inmate with an active menstrual cycle: at least three brands of
28	28	tampons, with at least one brand having a plastic applicator, in appropriate
29	29	absorbencies for varying levels of menstrual flow; at least three brands of menstrual
30	30	pads in appropriate absorbencies for varying levels of menstrual flow; and at least
31	31	one brand of reusable menstrual cup. The sheriff must also ensure that the county
32	32	jail or house of correction has the means to sanitize inmate menstrual cups on an
33	33	as-needed basis.

41	41	The people of the state of Wisconsin, represented in senate and assembly, do
42	42	enact as follows:
43	43	SECTION 1. 302.074 of the statutes is created to read:
44	44	302.074 Feminine hygiene products for inmates of state correctional
45	45	institutions and county jails. (1) (a) The department shall ensure that each state
46	46	correctional institution has a commissary that provides all of the following feminine
47	47	hygiene products free of charge to any inmate with an active menstrual cycle:
48	48	1. At least 3 brands of tampons, with at least one brand having a plastic
49	49	applicator, in appropriate absorbencies for varying levels of menstrual flow.
50	50	2. At least 3 brands of menstrual pads, in appropriate absorbencies for varying
51	51	levels of menstrual flow.
52	52	3. At least one brand of reusable menstrual cup.
53	53	(b) The department shall ensure that each state correctional institution has the
54	54	means to sanitize inmate menstrual cups on an as-needed basis.
55	55	(2) (a) The sheriff shall ensure that each county jail or house of correction has
