| 40 | 40 | | SECTION 3. 93.74 of the statutes is created to read: |

| 41 | 41 | | 93.74 Grants for regional biodigesters. (1) GRANT PROGRAM. From the |

| 42 | 42 | | appropriation under s. 20.115 (7) (u), the department shall provide planning grants |
|---|
| 43 | 43 | | for establishing regional biodigesters. |

| 44 | 44 | | (2) RULES. The department shall promulgate rules for the administration of |
|---|
| 45 | 45 | | this section. |

| 46 | 46 | | SECTION 4.0Effective date. |

| 47 | 47 | | (1) This act takes effect on the day after publication, or on the 2nd day after |
|---|
| 48 | 48 | | publication of the 2023 biennial budget act, whichever is later. |
