10	10	AN ACT to repeal 121.15 (1) (a) 1. and 121.15 (1) (a) 2. to 5.; to renumber 121.15
11	11	(1) (a) 6.; to renumber and amend 121.15 (1) (a); and to create 121.15 (1) (a)
12	12	2. to 6. of the statutes; relating to: the timing of equalization aid payments to
13	13	school districts.
14	14	Analysis by the Legislative Reference Bureau
15	15	Under current law, the Department of Public Instruction pays equalization aid
16	16	to school districts for each school year in the following four installments: 15 percent
17	17	in September, 25 percent in December, 25 percent in March, and 35 percent in June.
18	18	This bill increases the percentage of equalization aid distributed in September by 2
19	19	points each school year, and decreases the percentage of equalization aid distributed
20	20	in June by 2 points each school year, until the 2027-28 school year, at which time the
21	21	amount of equalization aid distributed in both September and June will be 25
22	22	percent. The result is that equalization aid will be paid to school districts in four
23	23	equal installments beginning in the 2027-28 school year.

26	26	The people of the state of Wisconsin, represented in senate and assembly, do
27	27	enact as follows:

34	34	SECTION 1. 121.15 (1) (a) of the statutes is renumbered 121.15 (1) (a) 1. and
35	35	amended to read:
36	36	121.15 (1) (a) 1. Each In the 2022-23 school year, each school district shall
37	37	receive 15 percent of its total aid entitlement in September, 25 percent of its total aid
38	38	entitlement in December, 25 percent of its total aid entitlement in March, and 35
39	39	percent of its total aid entitlement in June.
40	40	SECTION 2. 121.15 (1) (a) 1. of the statutes, as affected by 2023 Wisconsin Act
41	41	.... (this act), is repealed.
42	42	SECTION 3. 121.15 (1) (a) 2. to 6. of the statutes are created to read:
43	43	121.15 (1) (a) 2. In the 2023-24 school year, each school district shall receive
44	44	17 percent of its total aid entitlement in September, 25 percent of its total aid
45	45	entitlement in December, 25 percent of its total aid entitlement in March, and 33
46	46	percent of its total aid entitlement in June.
47	47	3. In the 2024-25 school year, each school district shall receive 19 percent of
48	48	its total aid entitlement in September, 25 percent of its total aid entitlement in
49	49	December, 25 percent of its total aid entitlement in March, and 31 percent of its total
50	50	aid entitlement in June.
51	51	4. In the 2025-26 school year, each school district shall receive 21 percent of
52	52	its total aid entitlement in September, 25 percent of its total aid entitlement in
53	53	December, 25 percent of its total aid entitlement in March, and 29 percent of its total
54	54	aid entitlement in June.
55	55	5. In the 2026-27 school year, each school district shall receive 23 percent of
56	56	its total aid entitlement in September, 25 percent of its total aid entitlement in
57	57	December, 25 percent of its total aid entitlement in March, and 27 percent of its total

88	88	6. In the 2027-28 school year and each school year thereafter, each school
89	89	district shall receive 25 percent of its total aid entitlement in September, 25 percent
90	90	of its total aid entitlement in December, 25 percent of its total aid entitlement in
91	91	March, and 25 percent of its total aid entitlement in June.
92	92	SECTION 4. 121.15 (1) (a) 2. to 5. of the statutes, as created by 2023 Wisconsin
93	93	Act .... (this act), are repealed.
94	94	SECTION 5. 121.15 (1) (a) 6. of the statutes, as created by 2023 Wisconsin Act
95	95	.... (this act), is renumbered 121.15 (1) (a).
96	96	SECTION 6.0Effective dates. This act takes effect on the day after publication,
97	97	except as follows:
98	98	(1) The renumbering of s. 121.15 (1) (a) 6. and the repeal of s. 121.15 (1) (a) 1.
99	99	to 5. take effect on July 1, 2028.
