15 | 15 | | This bill provides that the long-range statewide transportation plan developed |
---|
16 | 16 | | by the Department of Transportation must include a vision, or provide reference to |
---|
17 | 17 | | another planning document that includes a vision, for the following: 1) low-carbon |
---|
18 | 18 | | public transit; 2) electrification of the transportation sector; 3) cost-effective |
---|
19 | 19 | | charging infrastructure; 4) incentives to develop equitable, clean transportation |
---|
20 | 20 | | options; and 5) transportation solutions for underserved areas of the state. The bill |
---|
21 | 21 | | requires DOT to prepare and submit a report to the governor and the legislature |
---|
22 | 22 | | detailing how it has incorporated a vision for the required items into its current |
---|
23 | 23 | | long-range transportation plan and, for any items for which a vision has not yet been |
---|
24 | 24 | | incorporated, how DOT will incorporate a vision for those items into future plans. |
---|
25 | 25 | | Under current federal law, each state must have a comprehensive statewide |
---|
26 | 26 | | multimodal transportation planning process, including the development of a |
---|
27 | 27 | | long-range statewide transportation plan. The plan must provide for safe and |
---|
28 | 28 | | efficient transportation systems that serve mobility needs and foster economic |
---|
29 | 29 | | growth while minimizing transportation-related fuel consumption and air |
---|
30 | 30 | | pollution. |

37 | 37 | | The people of the state of Wisconsin, represented in senate and assembly, do |
---|
38 | 38 | | enact as follows: |

39 | 39 | | SECTION 1. 85.65 of the statutes is created to read: |
---|
40 | 40 | | 85.65 Required inclusions in long-range statewide transportation |

41 | 41 | | plans. Each long-range statewide transportation plan developed by the department |
---|
42 | 42 | | beginning on the effective date of this section .... [LRB inserts date], and required |

43 | 43 | | under 23 USC 135 shall include a vision, or provide reference to another planning |

44 | 44 | | document that includes a vision, for all of the following: |

45 | 45 | | (1) Low-carbon public transit. |
---|
46 | 46 | | (2) Electrification of the transportation sector. |
---|
47 | 47 | | (3) Cost-effective charging infrastructure. |
---|
48 | 48 | | (4) Incentives to develop equitable, clean transportation options throughout |
---|
49 | 49 | | the state. |
---|
50 | 50 | | (5) Transportation solutions for underserved areas of the state, including rural |
---|
51 | 51 | | communities, low-income communities, and communities where the majority of |
---|
52 | 52 | | residents are members of a racial minority. |

53 | 53 | | SECTION 2.0Nonstatutory provisions. |
---|
54 | 54 | | (1) The department of transportation shall prepare a report detailing efforts |
---|
55 | 55 | | the department has completed to incorporate a vision for the items required under |
---|
56 | 56 | | s. 85.65 into the department's long-range statewide transportation plan or related |
---|
57 | 57 | | planning documents. The department's report shall also identify items requiring a |
---|
58 | 58 | | vision that have not yet been incorporated into the existing long-range |
---|
59 | 59 | | transportation plan or related planning documents and shall include strategies the |
---|
