1212 AN ACT to create 85.65 of the statutes; relating to: required inclusions in the
1313 long-range statewide transportation plan.

1515 This bill provides that the long-range statewide transportation plan developed
1616 by the Department of Transportation must include a vision, or provide reference to
1717 another planning document that includes a vision, for the following: 1) low-carbon
1818 public transit; 2) electrification of the transportation sector; 3) cost-effective
1919 charging infrastructure; 4) incentives to develop equitable, clean transportation
2020 options; and 5) transportation solutions for underserved areas of the state. The bill
2121 requires DOT to prepare and submit a report to the governor and the legislature
2222 detailing how it has incorporated a vision for the required items into its current
2323 long-range transportation plan and, for any items for which a vision has not yet been
2424 incorporated, how DOT will incorporate a vision for those items into future plans.
2525 Under current federal law, each state must have a comprehensive statewide
2626 multimodal transportation planning process, including the development of a
2727 long-range statewide transportation plan. The plan must provide for safe and
2828 efficient transportation systems that serve mobility needs and foster economic
2929 growth while minimizing transportation-related fuel consumption and air
3030 pollution.

3737 The people of the state of Wisconsin, represented in senate and assembly, do
3838 enact as follows:
3939 SECTION 1. 85.65 of the statutes is created to read:
4040 85.65 Required inclusions in long-range statewide transportation
4141 plans. Each long-range statewide transportation plan developed by the department
4242 beginning on the effective date of this section .... [LRB inserts date], and required
4343 under 23 USC 135 shall include a vision, or provide reference to another planning
4444 document that includes a vision, for all of the following:
4545 (1) Low-carbon public transit.
4646 (2) Electrification of the transportation sector.
4747 (3) Cost-effective charging infrastructure.
4848 (4) Incentives to develop equitable, clean transportation options throughout
4949 the state.
5050 (5) Transportation solutions for underserved areas of the state, including rural
5151 communities, low-income communities, and communities where the majority of
5252 residents are members of a racial minority.
5353 SECTION 2.0Nonstatutory provisions.
5454 (1) The department of transportation shall prepare a report detailing efforts
5555 the department has completed to incorporate a vision for the items required under
5656 s. 85.65 into the department's long-range statewide transportation plan or related
5757 planning documents. The department's report shall also identify items requiring a
5858 vision that have not yet been incorporated into the existing long-range
5959 transportation plan or related planning documents and shall include strategies the

8585 department plans to use to incorporate the items into a future long-range
8686 transportation plan or related planning document. No later than 6 months after the
8787 effective date of this subsection, the department of transportation shall submit its
8888 report to the governor and to the relevant standing committees of the legislature.
