| 17 | 17 | | electric generating facilities or high-voltage transmission lines or to engage in |

| 18 | 18 | | certain other public utility projects. The bill defines “social cost of carbon” as the |

| 19 | 19 | | social cost of carbon estimated in a technical support document prepared by the |
|---|
| 20 | 20 | | federal Interagency Working Group on Social Cost of Greenhouse Gases for the use |

| 21 | 21 | | of federal agencies in preparing regulatory impact analyses. |
