| 14 | 14 | | every inmate being held in a state correctional institution or county house of |
|---|
| 15 | 15 | | correction with three hours per week of outdoor time, unless the inmate is being held |
|---|
| 16 | 16 | | in the Milwaukee secure detention facility, in which case the three-hour per week |
|---|
| 17 | 17 | | requirement does not apply until the inmate's 91st day of holding at that institution. |

| 20 | 20 | | The people of the state of Wisconsin, represented in senate and assembly, do |

| 21 | 21 | | enact as follows: |

| 22 | 22 | | SECTION 1. 302.073 of the statutes is created to read: |
|---|
| 23 | 23 | | 302.073 Outdoor access by inmates of state correctional institutions or |
|---|
| 24 | 24 | | county houses of correction. (1) (a) Except as provided in par. (b), the warden |
|---|
| 25 | 25 | | or superintendent of a state correctional institution shall ensure that each inmate |

| 41 | 41 | | is subject to a jail lockdown or is being held in solitary confinement. |
