13	13	(a) 2. f. and 196.374 (3) (f) 5. of the statutes; relating to: Focus on Energy
14	14	inclusion of programs promoting energy efficiency and renewable energy
15	15	measures for low-income households.
16	16	Analysis by the Legislative Reference Bureau
17	17	Current law requires investor-owned electric and natural gas utilities to fund
18	18	statewide energy efficiency and renewable resources programs, known as Focus on
19	19	Energy. This bill requires that Focus on Energy includes programs that promote
20	20	energy efficiency and renewable energy measures for low-income households and
21	21	that address the energy needs and decrease the energy burden of low-income
22	22	households. The bill also requires utilities to coordinate these energy efficiency and
23	23	renewable energy measures for low-income households with the weatherization
24	24	assistance program administered by the Department of Administration. Under the
25	25	bill, the Public Service Commission must ensure that not less than 25 percent of the
26	26	moneys that utilities must spend to fund Focus on Energy is spent annually on these
27	27	programs for low-income households.

30	30	The people of the state of Wisconsin, represented in senate and assembly, do
31	31	enact as follows:

37	37	SECTION 1 ASSEMBLY BILL 826
38	38	SECTION 1. 196.374 (1) (gm) of the statutes is created to read:
39	39	196.374 (1) (gm) “Low-income household” has the meaning given in s. 16.957
40	40	(1) (m).
41	41	SECTION 2. 196.374 (2) (a) 2. f. of the statutes is created to read:
42	42	196.374 (2) (a) 2. f. Components, in coordination with the weatherization
43	43	assistance program administered by the department of administration under s.
44	44	16.26, to promote energy efficiency and renewable energy measures for low-income
45	45	households in this state and initiatives and market strategies to address the energy
46	46	needs and decrease the energy burden of low-income households. The commission
47	47	shall ensure that not less than 25 percent of the moneys energy utilities are required
48	48	to spend under subd. 1. or sub. (3) (b) 2. is spent annually on programs under this
49	49	subd. 2. f.
50	50	SECTION 3. 196.374 (3) (b) 1. of the statutes is amended to read:
51	51	196.374 (3) (b) 1. At least every 4 years, after notice and opportunity to be
52	52	heard, the commission shall, by order, evaluate the energy efficiency and renewable
53	53	resource programs under sub. (2) (a) 1., (b) 1. and 2., and (c) and ordered programs
54	54	and set or revise goals, priorities, and measurable targets for the programs. The
55	55	commission shall give priority to programs that moderate the growth in electric and
56	56	natural gas demand and usage, facilitate markets and assist market providers to
57	57	achieve higher levels of energy efficiency, promote energy reliability and adequacy,
58	58	promote energy efficiency and renewable energy measures for low-income
59	59	households, avoid adverse environmental impacts from the use of energy, and
60	60	promote rural economic development.
61	61	SECTION 4. 196.374 (3) (f) 5. of the statutes is created to read:
