11	11	AN ACT relating to: funding for certain research positions at the University of
12	12	Wisconsin-Madison and making an appropriation.
13	13	Analysis by the Legislative Reference Bureau
14	14	This bill specifies that the Board of Regents of the University of Wisconsin
15	15	System must provide funding for two agriculture and climate change research
16	16	positions assigned to the Division of Extension at UW-Madison. The positions must
17	17	be filled using existing, currently vacant positions but must also reflect an increase
18	18	in the total number of research positions at UW-Madison.
19	19	For further information see the state fiscal estimate, which will be printed as
20	20	an appendix to this bill.
21	21	The people of the state of Wisconsin, represented in senate and assembly, do
22	22	enact as follows:
23	23	SECTION 1.0Nonstatutory provisions.
24	24	(1) CLIMATE SCIENCE RESEARCH POSITIONS.
25	25	(a) In this subsection:
26	26	1. “Board” means the Board of Regents of the University of Wisconsin System.
27	27	2. “Chancellor” means the chancellor of the University of Wisconsin-Madison.

37	37	(b) From the appropriation under s. 20.285 (1) (a), the board shall provide
38	38	funding for 2.0 full-time equivalent research positions at the University of
39	39	Wisconsin-Madison focusing on agriculture and climate change.
40	40	(c) The positions specified in par. (b) are subject to all of the following:
41	41	1. The positions shall be filled using existing authorized full-time equivalent
42	42	positions, funded from s. 20.285 (1) (a), that are currently vacant.
43	43	2. The positions shall be filled in a manner that reflects an increase in the total
44	44	number of research positions at the University of Wisconsin-Madison.
45	45	3. The positions shall be assigned to the division of extension at the University
46	46	of Wisconsin-Madison.
47	47	(d) The chancellor may not abolish under s. 16.505 (2p) the positions specified
48	48	in par. (b).
49	49	SECTION 2.0Fiscal changes.
50	50	(1) UW CLIMATE SCIENCE RESEARCH POSITIONS. In the schedule under s. 20.005
51	51	(3) for the appropriation to the Board of Regents of the University of Wisconsin
52	52	System under s. 20.285 (1) (a), the dollar amount for fiscal year 2023-24 is increased
53	53	by $200,000 to provide funding for the positions specified in SECTION 1 (1) of this act.
54	54	In the schedule under s. 20.005 (3) for the appropriation to the Board of Regents of
55	55	the University of Wisconsin System under s. 20.285 (1) (a), the dollar amount for
56	56	fiscal year 2024-25 is increased by $200,000 to provide funding for the positions
57	57	specified in SECTION 1 (1) of this act.
