***AUTHORS SUBJECT TO CHANGE***
AN ACT to amend 66.0145 (title) and 66.0145 (2) of the statutes; relating to:
certain preferential treatment by local governments.
Analysis by the Legislative Reference Bureau
A statutory provision created in 2023 Wisconsin Act 12 provides that, unless
required to secure federal aid, no political subdivision may discriminate against, or
grant preferential treatment on the basis of, race, color, ancestry, national origin, or
sexual orientation in making employment decisions regarding employees of a
political subdivision or contracting for public works. This bill eliminates the
specification in this provision that the granting of preferential treatment based on
the listed characteristics is prohibited.
The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
SECTION 1. 66.0145 (title) of the statutes, as created by 2023 Wisconsin Act 12,
is amended to read:
66.0145 (title) No preferences discrimination in hiring or contracting.
SECTION 2. 66.0145 (2) of the statutes, as created by 2023 Wisconsin Act 12, is
