1010 AN ACT to amend 20.370 (1) (mu); and to create 29.063 (7) of the statutes;
1111 relating to: deer carcass disposal sites, chronic wasting disease education, and
1212 making an appropriation.
1313 Analysis by the Legislative Reference Bureau
1414 This bill requires the Department of Natural Resources to provide large metal
1515 containers where hunters may dispose of deer carcasses, to be placed in locations
1616 throughout the state as determined by DNR. The bill provides in the 2023-25 fiscal
1717 biennium $2,000,000 for the carcass disposal sites. The bill also provides in the
1818 2023-25 fiscal biennium $100,000 for DNR to provide education to hunters about
1919 chronic wasting disease and the importance of proper carcass disposal.

2222 The people of the state of Wisconsin, represented in senate and assembly, do
2323 enact as follows:
2424 SECTION 1. 20.370 (1) (mu) of the statutes is amended to read:
2525 20.370 (1) (mu) General program operations — state funds. The amounts in
2626 the schedule for general program operations that are conducted under ss. 23.09 to

3535 23.11, 27.01, 30.203, 30.277, and 90.21, and chs. 29 and 169, for activities conducted
3636 under the ecological inventory and monitoring program of the endangered resources
3737 program, for the aquatic and terrestrial resources inventory under s. 23.09 (2) (km),
3838 for deer carcass disposal sites under s. 29.063 (7), for chronic wasting disease
3939 education, for providing the signage required under s. 23.118, and for payments of
4040 $53,700 in each fiscal year, to be credited to the appropriation account under s.
4141 20.285 (1) (k), to the University of Wisconsin System for outdoor skills training under
4242 s. 29.598.
4343 SECTION 2. 29.063 (7) of the statutes is created to read:
4444 29.063 (7) The department shall provide large metal containers where hunters
4545 may dispose of deer carcasses in locations throughout the state as determined by the
4646 department. The department shall regularly dispose of any carcasses placed in the
4747 containers.
4848 SECTION 3.0Fiscal changes.
4949 (1) DEER CARCASS DISPOSAL SITES. In the schedule under s. 20.005 (3) for the
5050 appropriation to the department of natural resources under s. 20.370 (1) (mu), the
5151 dollar amount for fiscal year 2023-24 is increased by $1,000,000 to provide deer
5252 carcass disposal sites under s. 29.063 (7). In the schedule under s. 20.005 (3) for the
5353 appropriation to the department of natural resources under s. 20.370 (1) (mu), the
5454 dollar amount for fiscal year 2024-25 is increased by $1,000,000 to provide deer
5555 carcass disposal sites under s. 29.063 (7).
5656 (2) CHRONIC WASTING DISEASE EDUCATION. In the schedule under s. 20.005 (3) for
5757 the appropriation to the department of natural resources under s. 20.370 (1) (mu),
5858 the dollar amount for fiscal year 2023-24 is increased by $50,000 to provide
5959 education to hunters about chronic wasting disease and the importance of proper

9393 SECTION 4.0Effective date.
9494 (1) This act takes effect on the day after publication, or on the 2nd day after
9595 publication of the 2023 biennial budget act, whichever is later.
