10	10	AN ACT to amend 20.370 (1) (mu); and to create 29.063 (7) of the statutes;
11	11	relating to: deer carcass disposal sites, chronic wasting disease education, and
12	12	making an appropriation.
13	13	Analysis by the Legislative Reference Bureau
14	14	This bill requires the Department of Natural Resources to provide large metal
15	15	containers where hunters may dispose of deer carcasses, to be placed in locations
16	16	throughout the state as determined by DNR. The bill provides in the 2023-25 fiscal
17	17	biennium $2,000,000 for the carcass disposal sites. The bill also provides in the
18	18	2023-25 fiscal biennium $100,000 for DNR to provide education to hunters about
19	19	chronic wasting disease and the importance of proper carcass disposal.
20	20	For further information see the state fiscal estimate, which will be printed as
21	21	an appendix to this bill.
22	22	The people of the state of Wisconsin, represented in senate and assembly, do
23	23	enact as follows:
24	24	SECTION 1. 20.370 (1) (mu) of the statutes is amended to read:
25	25	20.370 (1) (mu) General program operations — state funds. The amounts in
26	26	the schedule for general program operations that are conducted under ss. 23.09 to

35	35	23.11, 27.01, 30.203, 30.277, and 90.21, and chs. 29 and 169, for activities conducted
36	36	under the ecological inventory and monitoring program of the endangered resources
37	37	program, for the aquatic and terrestrial resources inventory under s. 23.09 (2) (km),
38	38	for deer carcass disposal sites under s. 29.063 (7), for chronic wasting disease
39	39	education, for providing the signage required under s. 23.118, and for payments of
40	40	$53,700 in each fiscal year, to be credited to the appropriation account under s.
41	41	20.285 (1) (k), to the University of Wisconsin System for outdoor skills training under
42	42	s. 29.598.
43	43	SECTION 2. 29.063 (7) of the statutes is created to read:
44	44	29.063 (7) The department shall provide large metal containers where hunters
45	45	may dispose of deer carcasses in locations throughout the state as determined by the
46	46	department. The department shall regularly dispose of any carcasses placed in the
47	47	containers.
48	48	SECTION 3.0Fiscal changes.
49	49	(1) DEER CARCASS DISPOSAL SITES. In the schedule under s. 20.005 (3) for the
50	50	appropriation to the department of natural resources under s. 20.370 (1) (mu), the
51	51	dollar amount for fiscal year 2023-24 is increased by $1,000,000 to provide deer
52	52	carcass disposal sites under s. 29.063 (7). In the schedule under s. 20.005 (3) for the
53	53	appropriation to the department of natural resources under s. 20.370 (1) (mu), the
54	54	dollar amount for fiscal year 2024-25 is increased by $1,000,000 to provide deer
55	55	carcass disposal sites under s. 29.063 (7).
56	56	(2) CHRONIC WASTING DISEASE EDUCATION. In the schedule under s. 20.005 (3) for
57	57	the appropriation to the department of natural resources under s. 20.370 (1) (mu),
58	58	the dollar amount for fiscal year 2023-24 is increased by $50,000 to provide
59	59	education to hunters about chronic wasting disease and the importance of proper

93	93	SECTION 4.0Effective date.
94	94	(1) This act takes effect on the day after publication, or on the 2nd day after
95	95	publication of the 2023 biennial budget act, whichever is later.
