11	11	(2), 29.185 (2) (b), 29.216 (2), 29.563 (2) (a) 8., 29.563 (2) (b) 6., 29.563 (12) (a)
12	12	2., 29.563 (12m), 29.593 (1) (b) and 29.593 (2m) of the statutes; relating to:
13	13	combining the archer and crossbow hunting licenses.

15	15	This bill provides that an archer hunting license authorizes hunting with a bow
16	16	and arrow or crossbow.
17	17	Under current law, the Department of Natural Resources issues resident and
18	18	nonresident crossbow hunting licenses that authorize hunting only with a crossbow.
19	19	DNR issues separate resident and nonresident archer licenses that authorize
20	20	hunting with a bow and arrow. Current law also provides that, if DNR establishes
21	21	an open season for hunting deer, elk, small game, wild turkey, or bear with a bow and
22	22	arrow only, it must also establish an open season for hunting that animal with a
23	23	crossbow.
24	24	The bill eliminates the resident and nonresident crossbow licenses and
25	25	provides that resident and nonresident archer licenses authorize hunting with a bow
26	26	and arrow or crossbow. The bill increases the fee for both archer licenses by $1. The
27	27	bill provides that, if DNR establishes an open season for hunting deer, elk, small
28	28	game, wild turkey, or bear with a bow and arrow or crossbow but not with a firearm,
29	29	DNR must allow the use of both bow and arrow and crossbow for hunting during the
30	30	same open season.

40	40	The people of the state of Wisconsin, represented in senate and assembly, do
41	41	enact as follows:
42	42	SECTION 1. 29.014 (1m) (b) of the statutes is amended to read:
43	43	29.014 (1m) (b) If the department establishes an open season for hunting deer,
44	44	elk, small game, wild turkey, or bear with a bow and arrow or crossbow but not with
45	45	a firearm, the department shall also establish an open season for permit the hunting
46	46	of the respective game with both a bow and arrow and a crossbow during the open
47	47	season.
48	48	SECTION 2. 29.171 (2) of the statutes is amended to read:
49	49	29.171 (2) A resident archer hunting license authorizes the hunting of all
50	50	game, except bear, elk, and wild turkey, during the open seasons established by the
51	51	department for hunting that game with bow and arrow or crossbow.
52	52	SECTION 3. 29.172 of the statutes is repealed.
53	53	SECTION 4. 29.185 (2) (b) of the statutes is amended to read:
54	54	29.185 (2) (b) Archer licenses, crossbow licenses, and trapping licenses.
55	55	Notwithstanding ss. 29.171 (2), 29.172 (2), 29.216 (2), 29.217 (2), and 29.241 (3), a
56	56	resident archer hunting license, a nonresident archer hunting license, a resident
57	57	crossbow hunting license, a nonresident crossbow hunting license, or a trapping
58	58	license does not authorize the hunting or trapping of wolves.
59	59	SECTION 5. 29.216 (2) of the statutes is amended to read:
60	60	29.216 (2) AUTHORIZATION. The nonresident archer hunting license authorizes
61	61	the hunting of all game, except bear, elk, wild turkey, and fur-bearing animals,

88	88	SECTION 6. 29.217 of the statutes is repealed.
89	89	SECTION 7. 29.235 (2) (dm) of the statutes is repealed.

91	91	SECTION 9. 29.563 (2) (a) 8. of the statutes is amended to read:
92	92	29.563 (2) (a) 8. Archer: $21.25 $22.25.
93	93	SECTION 10. 29.563 (2) (a) 8r. of the statutes is repealed.
94	94	SECTION 11. 29.563 (2) (a) 8t. of the statutes is repealed.
95	95	SECTION 12. 29.563 (2) (b) 6. of the statutes, as affected by 2023 Wisconsin Act
96	96	19, is amended to read:
97	97	29.563 (2) (b) 6. Archer: $162.25 $163.25.
98	98	SECTION 13. 29.563 (2g) of the statutes is repealed.
99	99	SECTION 14. 29.563 (12) (a) 2. of the statutes is amended to read:
100	100	29.563 (12) (a) 2. Archer, crossbow, sports, or conservation patron, except as
101	101	provided in subd. 2m: $11.25.
102	102	SECTION 15. 29.563 (12m) of the statutes is amended to read:
103	103	29.563 (12m) DUPLICATES OF REDUCED FEE APPROVALS. Notwithstanding the fees
104	104	specified under sub. (12) (a) and (b), a person who was issued an approval and
105	105	charged the reduced fee specified under sub. (2g) or (6m) may not be charged a fee
106	106	for a duplicate of that approval that exceeds the fee specified for the approval under
107	107	sub. (2g) or (6m).
108	108	SECTION 16. 29.593 (1) (b) of the statutes is amended to read:
109	109	29.593 (1) (b) A certificate of accomplishment issued to a person for successfully
110	110	completing the course under the bow hunter education program only authorizes the

141	141	SECTION 17. 29.593 (2m) of the statutes is amended to read:
142	142	29.593 (2m) A person who has a certificate, license, or other evidence that is
143	143	satisfactory to the department indicating that he or she has successfully completed
144	144	in another state, country, or province a bow hunter education course recognized by
145	145	the department may obtain an archer hunting license or crossbow hunting license.
146	146	SECTION 18.0Effective date.
147	147	(1) This act takes effect on March 1, 2024.
