2023 ASSEMBLY BILL 965 
2023 Assembly Bill 965 prohibits protesting at or near a judge’s home with the intent to interfere with, 
obstruct, or impede the administration of justice or with the intent to influence a judge in the discharge 
of the judge’s duties.  
ASSEMBLY AMENDMENT 1 
Assembly Amendment 1 states that the definition of “judge” in the bill is the same definition used in 
current law prohibiting battery or making a threat to an officer of the court or a law enforcement officer. 
Under the amendment, a “judge” is a person who currently is or who formerly was a Supreme Court 
justice, court of appeals judge, circuit court judge, municipal judge, tribal judge, temporary or 
permanent reserve judge, or circuit, supplemental, or municipal court commissioner. 
BILL HISTORY 
Assembly Amendment 1 was introduced by Representative Tusler on January 31, 2024. On February 1, 
2024, the Assembly Committee on Criminal Justice and Public Safety voted to recommend adoption of 
the amendment by a vote of Ayes, 15; Noes, 0, and to recommend passage of the bill by a vote of Ayes, 
13; Noes, 2.
