Amendment 1 
2023 ASSEMBLY BILL 977 
Assembly Bill 977 requires school districts to provide human trafficking prevention instruction to 
students in 7
th
 to 12
th
 grades based on Department of Public Instruction (DPI) model curriculum and 
instructional materials. The bill also obligates school boards to require every full-time school district 
employee required to hold a DPI license or permit to receive DPI training on identifying children who 
are victims of human trafficking every five years. 
ASSEMBLY SUBSTITUTE AMENDMENT 1 
Assembly Substitute Amendment 1 requires DPI to maintain a list of age-appropriate, recommended 
training courses for recognizing, reporting, and preventing human trafficking for students in 6
th
 to 12
th
 
grades, rather than requiring DPI to develop its own model curriculum and instructional materials. 
The substitute amendment also requires that information on identifying victims of human trafficking be 
included within the DPI training on mandatory reporting of child abuse and neglect that is already 
required for all school employees under current law, rather than requiring a separate training.  
Finally, the substitute amendment requires public schools to provide instruction on human trafficking 
prevention to students as part of the health curriculum at least once in 6
th
 to 8
th
 grade, and at least once 
in high school, rather than requiring it each year between 7
th
 and 12
th
 grades. The instruction must be 
consistent with the DPI-recommended training courses.

Assembly Substitute Amendment 1 was offered by Representatives O’Connor and Stubbs on February 9, 
2024. On February 13, 2024, the Assembly Committee on Education adopted the amendment and 
passed the bill, as amended, on votes of Ayes, 15; Noes, 0.
