2023 - 2024 LEGISLATURE
2023 ASSEMBLY JOINT RESOLUTIO N 142
March 6, 2024 - Introduced by Representatives MCGUIRE, SNODGRASS, DOYLE, BARE,
CONSIDINE, EMERSON, JACOBSON, JOERS, OHNSTAD, PALMERI, RATCLIFF,
SHANKLAND, SHELTON, SINICKI and SUBECK, cosponsored by Senators PFAFF,

Accountability and Oversight.
***AUTHORS SUBJECT TO CHANGE***
To amend section 25 of article IV of the constitution; relating to: state contracts for
stationery and printing (first consideration).
Analysis by the Legislative Reference Bureau
Currently, state contracts for stationery and printing must generally be let to
the lowest bidder, regardless of where the bidder is located. This constitutional
amendment, proposed to the 2023 legislature on first consideration, requires that all
state contracts for stationery and printing be let to the lowest bidder operating in
Wisconsin, if there is such a bidder and unless prohibited by federal law or a treaty
or other international agreement.
A proposed constitutional amendment requires adoption by two successive
legislatures, and ratification by the people, before it becomes effective.
Resolved by the assembly, the senate concurring, That:
SECTION 1. Section 25 of article IV of the constitution is amended to read:
[Article IV] Section 25. The legislature shall provide by law that all stationery
required for the use of the state, and all printing authorized and required by them
to be done for their use, or for the state, shall be let by contract to the lowest bidder
operating in this state, if there is such a bidder and unless prohibited by federal law
