10 | 10 | | ***AUTHORS SUBJECT TO CHANGE*** |
---|
11 | 11 | | To amend section 25 of article IV of the constitution; relating to: state contracts for |
---|
12 | 12 | | stationery and printing (first consideration). |
---|
13 | 13 | | Analysis by the Legislative Reference Bureau |
---|
14 | 14 | | Currently, state contracts for stationery and printing must generally be let to |
---|
15 | 15 | | the lowest bidder, regardless of where the bidder is located. This constitutional |
---|
16 | 16 | | amendment, proposed to the 2023 legislature on first consideration, requires that all |
---|
17 | 17 | | state contracts for stationery and printing be let to the lowest bidder operating in |
---|
18 | 18 | | Wisconsin, if there is such a bidder and unless prohibited by federal law or a treaty |
---|
19 | 19 | | or other international agreement. |
---|
20 | 20 | | A proposed constitutional amendment requires adoption by two successive |
---|
21 | 21 | | legislatures, and ratification by the people, before it becomes effective. |
---|
22 | 22 | | Resolved by the assembly, the senate concurring, That: |
---|
23 | 23 | | SECTION 1. Section 25 of article IV of the constitution is amended to read: |
---|
24 | 24 | | [Article IV] Section 25. The legislature shall provide by law that all stationery |

25 | 25 | | required for the use of the state, and all printing authorized and required by them |
---|
26 | 26 | | to be done for their use, or for the state, shall be let by contract to the lowest bidder |
---|
27 | 27 | | operating in this state, if there is such a bidder and unless prohibited by federal law |
