1111 To amend section 25 of article IV of the constitution; relating to: state contracts for
1212 stationery and printing (first consideration).
1313 Analysis by the Legislative Reference Bureau
1414 Currently, state contracts for stationery and printing must generally be let to
1515 the lowest bidder, regardless of where the bidder is located. This constitutional
1616 amendment, proposed to the 2023 legislature on first consideration, requires that all
1717 state contracts for stationery and printing be let to the lowest bidder operating in
1818 Wisconsin, if there is such a bidder and unless prohibited by federal law or a treaty
1919 or other international agreement.
2020 A proposed constitutional amendment requires adoption by two successive
2121 legislatures, and ratification by the people, before it becomes effective.
2222 Resolved by the assembly, the senate concurring, That:
2323 SECTION 1. Section 25 of article IV of the constitution is amended to read:
2424 [Article IV] Section 25. The legislature shall provide by law that all stationery
2525 required for the use of the state, and all printing authorized and required by them
2626 to be done for their use, or for the state, shall be let by contract to the lowest bidder
2727 operating in this state, if there is such a bidder and unless prohibited by federal law

4040 or a treaty or other international agreement, but the legislature may establish a
4141 maximum price; no member of the legislature or other state officer shall be
4242 interested, either directly or indirectly, in any such contract.
4343 Be it further resolved, That this proposed amendment be referred to the
4444 legislature to be chosen at the next general election and that it be published for three
4545 months previous to the time of holding such election.
