| 17 | 17 | | state contracts for stationery and printing be let to the lowest bidder operating in |

| 18 | 18 | | Wisconsin, if there is such a bidder and unless prohibited by federal law or a treaty |

| 19 | 19 | | or other international agreement. |

| 20 | 20 | | A proposed constitutional amendment requires adoption by two successive |

| 21 | 21 | | legislatures, and ratification by the people, before it becomes effective. |
