10	10	Relating to: honoring the public service of Commissioner Ellen Nowak.
11	11	Whereas, Ellen Nowak was first appointed to the Public Service Commission
12	12	of Wisconsin in July 2011 and reconfirmed for a full six-year term beginning on
13	13	March 1, 2013; and
14	14	Whereas, Ellen Nowak was named Chairperson of the Public Service
15	15	Commission in March of 2015; and
16	16	Whereas, Ellen Nowak was appointed Secretary of the Department of
17	17	Administration in March of 2018, the second woman to ever hold the top appointed
18	18	position in Wisconsin state government; and
19	19	Whereas, Ellen Nowak was reappointed to the Public Service Commission in
20	20	January 2019; and
21	21	Whereas, Ellen Nowak has been a nationally recognized leader during her
22	22	nearly 11 years of service on the Public Service Commission, serving in leadership
23	23	roles for the National Association of Regulatory Utility Commissioners (NARUC),
24	24	including being elected as NARUC president; and

43	43	Whereas, Ellen Nowak's expertise on energy and utility regulation has been
44	44	sought out by members of Congress and international organizations; and
45	45	Whereas, Ellen Nowak has served as a mentor for young female regulators in
46	46	Europe and Eurasia; and
47	47	Whereas, Ellen Nowak has helped ensure reliable and affordable energy for all
48	48	of Wisconsin's citizens and businesses; and
49	49	Whereas, Ellen Nowak had a long career as a public servant prior to her time
50	50	with the Public Service Commission, including service as chief of staff to the
51	51	Waukesha County Executive and chief of staff to the Assembly Speaker; and
52	52	Whereas, Ellen Nowak has been an active volunteer for several charities,
53	53	including her church, a local hospice facility, and the World Orphan Fund; and
54	54	Whereas, Ellen Nowak has been an exemplary public servant for most of her
55	55	adult life; now, therefore, be it
56	56	Resolved by the assembly, the senate concurring, That the members of the
57	57	Wisconsin Legislature thank Ellen Nowak for her faithful and exemplary service to
58	58	the state and wish her well in her future endeavors.
