1111 Relating to: proclaiming May 2023 to be Maternal Health Month in Wisconsin.
1212 Whereas, the family, in which mothers perform a crucial role, is a major social
1313 institution in Wisconsin and throughout the world that provides tremendous value
1414 to both its members and society as a whole; and
1515 Whereas, mothers have an indispensable role in building and transforming
1616 society and culture and moving our state, country, and world forward, remaining
1717 steadfast in their pursuit of a better and brighter future for their children; and
1818 Whereas, mothers have a unique bond with their children, and the health of
1919 mothers is directly tied to the health of their children both prenatal and postpartum;
2020 and
2121 Whereas, the mental and behavioral health of mothers is crucial to the health
2222 of their families and children; and
2323 Whereas, the suicide rate for mothers within 365 days postpartum in Wisconsin
2424 is 2.0 per 100,000; and

4242 Whereas, in 2021, there were a total of 56 pregnancy-associated deaths within
4343 365 days postpartum, a mortality ratio of 90.6 per 100,000 live births; and
4444 Whereas, Wisconsin has significant racial disparities in maternal mortality
4545 rates, with pregnancy-related mortality rates for non-Hispanic Black mothers five
4646 times greater than non-Hispanic White mothers, which must be addressed; and
4747 Whereas, the work of mothers is of paramount importance but is often
4848 undervalued, unnoticed, and underappreciated; and
4949 Whereas, mothers are breadwinners, community leaders, advocates, allies, and
5050 pillars of the family that have, for generations, blazed new paths, opened up new
5151 possibilities, and widened circles of opportunity for their daughters and sons; and
5252 Whereas, Wisconsin has a proven record of meeting challenges and creating
5353 positive change, and we are committed to making mothers' lives better and ensuring
5454 their health and prosperity; and
5555 Whereas, Mother's Day is celebrated in May across Wisconsin and nationwide;
5656 and
5757 Whereas, mothers and the institution of motherhood are worthy of honor and
5858 affirmation; now, therefore, be it
5959 Resolved by the assembly, the senate concurring, That the members of the
6060 Wisconsin Legislature call upon the people of Wisconsin to observe May 2023 as
6161 Maternal Health Month in Wisconsin with honor, affirmation, and respect for
6262 mothers in our state; and, be it further
6363 Resolved, That the legislature calls upon the people of Wisconsin to express
6464 their honor, affirmation, love, respect, and gratitude to mothers everywhere; and, be
6565 it further
