11	11	Relating to: proclaiming May 2023 to be Maternal Health Month in Wisconsin.
12	12	Whereas, the family, in which mothers perform a crucial role, is a major social
13	13	institution in Wisconsin and throughout the world that provides tremendous value
14	14	to both its members and society as a whole; and
15	15	Whereas, mothers have an indispensable role in building and transforming
16	16	society and culture and moving our state, country, and world forward, remaining
17	17	steadfast in their pursuit of a better and brighter future for their children; and
18	18	Whereas, mothers have a unique bond with their children, and the health of
19	19	mothers is directly tied to the health of their children both prenatal and postpartum;
20	20	and
21	21	Whereas, the mental and behavioral health of mothers is crucial to the health
22	22	of their families and children; and
23	23	Whereas, the suicide rate for mothers within 365 days postpartum in Wisconsin
24	24	is 2.0 per 100,000; and

42	42	Whereas, in 2021, there were a total of 56 pregnancy-associated deaths within
43	43	365 days postpartum, a mortality ratio of 90.6 per 100,000 live births; and
44	44	Whereas, Wisconsin has significant racial disparities in maternal mortality
45	45	rates, with pregnancy-related mortality rates for non-Hispanic Black mothers five
46	46	times greater than non-Hispanic White mothers, which must be addressed; and
47	47	Whereas, the work of mothers is of paramount importance but is often
48	48	undervalued, unnoticed, and underappreciated; and
49	49	Whereas, mothers are breadwinners, community leaders, advocates, allies, and
50	50	pillars of the family that have, for generations, blazed new paths, opened up new
51	51	possibilities, and widened circles of opportunity for their daughters and sons; and
52	52	Whereas, Wisconsin has a proven record of meeting challenges and creating
53	53	positive change, and we are committed to making mothers' lives better and ensuring
54	54	their health and prosperity; and
55	55	Whereas, Mother's Day is celebrated in May across Wisconsin and nationwide;
56	56	and
57	57	Whereas, mothers and the institution of motherhood are worthy of honor and
58	58	affirmation; now, therefore, be it
59	59	Resolved by the assembly, the senate concurring, That the members of the
60	60	Wisconsin Legislature call upon the people of Wisconsin to observe May 2023 as
61	61	Maternal Health Month in Wisconsin with honor, affirmation, and respect for
62	62	mothers in our state; and, be it further
63	63	Resolved, That the legislature calls upon the people of Wisconsin to express
64	64	their honor, affirmation, love, respect, and gratitude to mothers everywhere; and, be
65	65	it further
