13 | 13 | | oppression, discrimination, and injustice; and |

14 | 14 | | Whereas, the State of Wisconsin and Israel have a long history of friendship and |
---|
15 | 15 | | are great allies in support of each other's interests; and |
---|
16 | 16 | | Whereas, the State of Israel, the only democracy in the Middle East, is the |
---|
17 | 17 | | greatest friend and ally of the United States in the Middle East; and |
---|
18 | 18 | | Whereas, Wisconsin is committed to increasing the ties and interactions in |
---|
19 | 19 | | business, government, the arts, culture, and education between the State of |
---|
20 | 20 | | Wisconsin and the State of Israel, further strengthening the historic ties between our |
---|
21 | 21 | | state and that country; and |
---|
22 | 22 | | Whereas, ties between Wisconsin's and Israel's academic, research, business, |
---|
23 | 23 | | and nonprofit communities are both robust and longstanding; and |

44 | 44 | | Whereas, there are increasing incidents of anti-Semitism around the world, |

45 | 45 | | including across the United States and in Wisconsin, including the desecration of |

46 | 46 | | Jewish religious sites; and |

47 | 47 | | Whereas, the international Boycott, Divestment, and Sanctions movement is |
---|
48 | 48 | | one of the main vehicles for legitimizing anti-Semitism on campus and advocating |
---|
49 | 49 | | for the elimination of the Jewish State; and |
---|
50 | 50 | | Whereas, anti-Israel activities and activities promoting the Boycott, |
---|
51 | 51 | | Divestment, and Sanctions movement against Israel are widespread in the State of |
---|
52 | 52 | | Wisconsin, including on several university campuses and in other Wisconsin |
---|
53 | 53 | | communities, and contribute to anti-Semitic and anti-Zionistic propaganda and |
---|
54 | 54 | | threats to both American and Israeli Jewish students, and result in deliberate |
---|
55 | 55 | | interference with the learning environment of all students; and |
---|
56 | 56 | | Whereas, the dramatic increase in Boycott, Divestment, and Sanctions |
---|
57 | 57 | | campaign activities on college campuses around the country has resulted in |
---|
58 | 58 | | increased animosity and intimidation against Jewish students, negatively |
---|
59 | 59 | | impacting student programming of vital importance to all American students related |
---|
60 | 60 | | to the State of Israel and politics in the Middle East; and |
---|
61 | 61 | | Whereas, leaders of the Boycott, Divestment, and Sanctions movement say |
---|
62 | 62 | | their goal is to eliminate Israel as the home of the Jewish people, and signs and |
---|
63 | 63 | | messaging at anti-Israel rallies have adopted the Boycott, Divestment, and |
---|
64 | 64 | | Sanctions movement's theme slogan, “Palestine forever, Israel Never Ever," meaning |

98 | 98 | | Sanctions campaigns in Wisconsin are harmful to the state's relationships with |

99 | 99 | | Wisconsin's Jewish citizens, with Wisconsin's non-Jewish citizens who support the |
---|
100 | 100 | | State of Israel and the Jewish people, and with the Jewish homeland, Israel, and |
---|
101 | 101 | | have a deleterious impact on the educational environment; and |

102 | 102 | | Whereas, the Boycott, Divestment, and Sanctions campaign's call for academic |
---|
103 | 103 | | boycotts has been condemned by many of our nation's largest academic associations, |
---|
104 | 104 | | over 250 university presidents, and many other leading scholars as a violation of the |
---|
105 | 105 | | bedrock principle of academic freedom; now therefore be it |
---|
106 | 106 | | Resolved by the assembly, That the members of the Assembly condemn the |
---|
107 | 107 | | international Boycott, Divestment, and Sanctions movement and its activities in |
---|
108 | 108 | | Wisconsin for legitimizing anti-Semitism and for seeking to undermine the Jewish |
---|
109 | 109 | | people's right to self-determination, which they are fulfilling in the State of Israel; |

112 | 112 | | contribute directly or indirectly to the denial, violation, or delegitimization of any |

153 | 153 | | trustees, administrators, and educators at all levels in our universities in Wisconsin |

155 | 155 | | against Jewish students on their campuses, whereby all students may feel safe, and |

156 | 156 | | be safe, from harm due to these pernicious activities; and, be it further |

157 | 157 | | Resolved, That the members of the Assembly encourage and support the |

158 | 158 | | exercise of free speech and civil debate, particularly on college campuses, and further |

159 | 159 | | encourage university and college administrations to curb any impediments to free |
---|
160 | 160 | | speech and any abridgment of free speech on campus by any individuals or groups, |

161 | 161 | | and urge them to take disciplinary action against all students, faculty, and |
---|
162 | 162 | | administrators who engage in actions that abridge free speech on campus in |
---|
